Mexico City.- President Claudia Sheinbaum presented the security strategy for her Government, which was entrusted to the Secretary of Security and Citizen Protection, Omar García Harfuch.
This strategy is focused on six key states: Guanajuato, Baja California, Chihuahua, Guerrero, Jalisco and Sinaloa, and strongly contemplates the fight against extortion.
García Harfuch outlined the four main axes of the national security strategy: attention to the causes, consolidation of the National Guard, strengthening of intelligence and investigation, and coordination between institutions. “Under the leadership of the president of Mexico, we have designed a national security strategy based on four axes,” said the Secretary at the beginning of his speech.
The first axis focuses on attention to the causes, giving continuity to the policy of giving priority to the most vulnerable families.
This approach seeks to reduce poverty, reduce inequality and create opportunities for young people, with the aim of keeping them away from criminal activities. Regarding the second axis, the secretary stressed the importance of consolidating the National Guard within the Secretariat of National Defense. “We necessarily need a body like the National Guard, which provides support and scaffolding to hundreds and thousands of families in Mexico, but also the appropriate scaffolding and support to provide support to the investigators and intelligence agents who will work in our country,” García Harfuch explained. The third axis focuses on strengthening intelligence and research. To achieve this, the creation of a new Undersecretary of Intelligence and Police Investigation within the Ministry of Security was announced. “To increase intelligence actions, the undersecretary of intelligence and police investigation will be created within the Security Secretariat, which will have the capabilities and technological tools to identify criminal networks,” the Secretary explained. The fourth axis seeks to improve coordination between security institutions at the federal and state levels. As part of this strategy, García Harfuch announced an immediate visit to Culiacán, Sinaloa, along with other members of the security cabinet. A prominent aspect of the strategy is the fight against extortion and collection of fees. “We are going to implement regional diagnoses of the criminal phenomenon with focused and intelligent prevention, which contemplates a program of attention to extortion and collection of fees, in addition to the deployment of special units, which will complete arrest warrants in points of greatest incidence.” For her part, President Sheinbaum emphasized that this new strategy does not imply a return to the “war on drugs” of Felipe Calderón’s six-year term. “The first thing, which is very important, is that Calderón’s war against drug trafficking is not going to return. We are not looking for extrajudicial executions, what are we going to use? Prevention, intelligence and presence,” declared Sheinbaum. The president also highlighted the particular situation of Guanajuato. “Guanajuato is by far the state with the highest number of homicides, but it is also the municipality with the highest number of addictions. “León is the city with the highest number of poor people. Guanajuato is the state with an average wage less than the minimum. Evidently, there is a development model that failed,” he said. The strategy presented seeks to replicate what they said was the success obtained in Mexico City during the Sheinbaum administration. “Where a significant reduction in homicides and crimes of violence was achieved. high impact thanks to the coordination between various security institutions”.
