Ciudad Juárez.- Inspectors from the Northern Zone Government Directorate filed an administrative report against a bar located on Manuel Gómez Morín Avenue, almost on the corner of Paseo de la Victoria, in Partido Senecú, for not reporting a violent incident to the competent authorities.
At the business, those in charge of the security area informed El Diario that the store was working normally. They explained that they were not the people authorized to provide information regarding the violent events that occurred in the first minutes of the day and that motivated the reprimand contemplated in the Alcohol Law of the State of Chihuahua.
Alan Martínez, spokesperson for the Ministry of the Interior, reported that the inspectors from the Interior Office in the Northern Zone went to the commercial premises after being informed by the State Attorney General’s Office regarding the events that occurred inside the premises.
During the first minutes of the day, a man, a probable client of the business, was illegally deprived of his liberty by armed men. However, the attackers allegedly realized that they had the wrong target and, apparently, released the victim.
The kidnappers returned to the business and took the person they were looking for, whose general information was not revealed.
It was clients who called the emergency number 911 to report the events, since it turned out that there were shots fired and a 9 millimeter caliber casing was seized at the scene.
Article 33 of the aforementioned law states that: The following are general obligations of the licensees, permit holders and operators, as well as their responsible persons, managers, representatives, managers, administrators, dependents, employees and commission agents of the establishments:
XVIII. Have properly trained personnel to provide security to users, employees and, in general, all those who are inside the establishment, as well as the residents of the place.
The Regulations will determine the cases in which private security personnel must be registered in accordance with the respective law.
XIX. Give immediate notice to the competent authorities in the event that public order and/or security within the establishment or its outside facilities is disturbed.
