Vladimir Putin stated this on December 7 at a meeting with members of the Human Rights Council. In addition, he discussed with the participants of the meeting the likelihood of a nuclear war, issues of support for the mobilized and their familiesrestoration of Donbass, as well as additional payments to doctors.
Activity does not decrease
Vladimir Putin’s meeting with HRC members lasted about three hours. The event began with an introductory speech by the president.
“First of all, I congratulate you on the upcoming Human Rights Day,” Vladimir Putin said. — Your common work to protect the rights, freedoms and legitimate interests of people is ongoing. For many of you, this, without any exaggeration, multifaceted activity has become, in fact, a destiny, a calling, a life work that inspires other people.
Vladimir Putin is gratified that the activity of human rights defenders is not declining. According to him, most of the HRC recommendations are being implemented by the government and regional authorities.
“Today we are planning to discuss with you the development of legislation on non-profit organizations, ensuring the rights of citizens in litigation, and preserving cultural heritage. The big block is dedicated to the special military operation– the President indicated the direction of the conversation.
He drew attention to the importance of the work of the members of the HRC to expose the crimes of the “Nazi regime, which has established itself in a neighboring country”. According to him, neither the Council of Europe nor other “so-called human rights organizations” see these crimes. Therefore, Russia was forced to refuse membership in some of them, the head of state explained. “After all the rights of the inhabitants of the long-suffering Donbass for eight years, as we have repeatedly emphasized, were completely ignored by the world community“, he stressed.
— Times are really hard. And your opinion, your position, your public speeches, statements must, of course, be verified, work to unite society. As a matter of fact, this is how it happens,” Vladimir Putin noted.
After the President’s introductory speech, a full-fledged discussion began. The head of the Human Rights Council, Valery Fadeev, was the first to take the floor. He drew attention to the fact that in its work the council focuses on the main and most complex topics, including issues related to the SVO and the protection of the rights of the civilian population.
– At the moment 4334 arrivals of shells and missiles of the Armed Forces of Ukraine were recorded in Donetsk, Ilovaisk, Gorlovka, Makeevka, Rubizhne, Svatov and other settlements. These shellings were carried out not in the course of hostilities, their targets were not military facilities, but civilians, residential buildings, schools, hospitals,” he told the president.
According to him, in autumn, information was sent to international human rights organizations about the persecution of the civilian population in the Kharkiv region, executions in Kupyansk, shelling of the crossing in Kherson, executions of Russian prisoners of war. However, international human rights organizations are silent.
— The lack of reaction shows that international institutions for the protection of human rights are politicized and biased, in fact, they do not perform their functions. The Western community refused to protect the rights of Donbas residents back in 2014, but the urgency of this problem became even more obvious with the start of a special military operation,” Fadeev said.
The human rights activist said that next year marks the 75th anniversary of the signing of the Universal Declaration of Human Rights.
– This is a fundamental document, it was important for building the post-war world order. But now it is often used by the West to impose its values. New fashionable Western values have been brought to the point of absurdity, they are simply destructive, the head of the HRC is convinced.
Another topic that Fadeev drew attention to was partial mobilization. He noted that at the beginning of its implementation, there was confusion in the work of the military registration and enlistment offices.: there were errors on the call, complaints about monetary allowance, overpricing of equipment. According to him, now in most cases these problems are solvedso the council’s focus shifted to military families.

Marina Akhmedova, a member of the HRC, editor-in-chief of the Regnum news agency, continued the topic of the SVO. She reminded the audience about the tragic death under shelling of DPR deputy Maria Pirogova, who actively helped the inhabitants of the new territories.
– It’s my personal opinion: I understand all the justice and inevitability of a special military operation. I came to Donetsk for the first time in 2014when everything was just getting started. I saw how people suffer and die under shelling. These people, in fact, were killed just because they wanted to be Russianthe human rights activist said.
She thanked the President for the demobilization of the students of the DPR and LPR, as well as asked to demobilize local prosthetists. According to her, there is an acute shortage of medical specialistsand people lose limbs under shelling.
Vladimir Putin replied that this proposal would be considered. According to him, it is necessary to establish not only prosthetics, but also provide all those in need with medicines and equipment.
— It will be necessary in the very near future to create a special center in the social block of the government that will deal with this., and somewhere at the level of the deputy governor for social issues in all regions of the Russian Federation, such a line of work should be highlighted. All this should be implemented together, and in the shortest possible time,” the head of state said.
Elena Shishkina, a member of the presidium of the Free Donbass public movement, told the president that there are public commissions in the region to calculate the damage caused by Ukraine. The amount already exceeds 1.32 trillion rublesand it continues to grow. Vladimir Putin noted that compensation by Kyiv for damage would not be superfluous. “But, I agree with you, it’s pointless to wait for something from Ukraine, and we need to help people who have lost their living quarters,” he added.
About fakes during the SVO, which are exposed by human rights activists, Tatyana Merzlyakova, Commissioner for Human Rights in the Sverdlovsk Region, told Vladimir Putin. However, a more serious problem than fakes, in her opinion, is becoming lack of communication channels for families with their loved ones at the front. Against this background, she urged the president to do everything possible so that the field post office will start working as soon as possible.
– I start talking about this with the command, they tell me: “What do you want? This is a military operation.” And I say: “What do you want? This is a mother’s heartshe told the president.
Vladimir Putin acknowledged that there were problems in the NVO zone, they need to be constantly dealt with, analyze what is happening there and have feedback. The human rights activist also asked the head of state whether there would be a new wave of mobilization in Russia.
— Regarding possible mobilization, further mobilization, rumors in this regard. See out of 300 thousand mobilized, 150 thousand are in the operation zonethat is half. The rest are on the second, third lines, performing the functions, in fact, of the territorial defense troops, the president explained.

The topic of low salaries for medical workers at a meeting with the president was raised by the co-chairman of the All-Russian Union of Public Associations of Patients Jan Vlasov. According to him, because of this, a lot of young specialists leave the profession.
– On average in the Russian Federation (we do not take Moscow and St. Petersburg), the salary of a doctor is approximately 52 thousand rubles. These are line doctors, that is, they are those who work directly with the patient, not the head doctors. Good. How much for a bet? And for a rate in one state institution, a doctor receives about 20 thousand rubles. It’s very small, he said.
Professors of medical universities receive 30-35 thousand. They also leave this area, Vlasov stated.
— I cannot but agree with you, Yan Vladimirovich, that it is necessary now, without delay, to take some steps aimed at supporting doctors. And in this regard, I instructed the government to prepare appropriate proposals,” Vladimir Putin responded.
According to him, he has already asked the Cabinet from January 1 next year to start additional payments to doctorsworking in this primary health care in the central district hospitals, in district hospitals and in the ambulance system.
However, other equally important issues were discussed during the meeting. In particular, the head of state confirmed that the death penalty would not be returned in Russia.
