The professor-researcher and political scientist points out to us Hervey Rivera: “The covid-19 pandemic at the beginning of the 21st century substantially modified education higher in Mexico. “According to the most recent figures from the SEP, students enrolled in school programs exceed the four million, while students in out-of-school programs are just over 800 thousand. This division is important, since the latter students study their programs through digital platforms, while the first take classes in a way traditional, in a classroom and, only a small percentage is located in institutions private and are familiar with the use of digital platforms ”.
“The gap between universities public and private regarding the ‘new reality’, which implies education remote or virtual, as in many areas of public life in the country, is evident. Although the use of Information and Communication Technologies (ICTs), which I define as electronic tools such as resources, programs, applications, means that allow communication and information management in a digital; have been a core part of the non-school programs, teachers teach with these tools and students know them and used for the teaching-learning process. “ICTs were already a reality in some higher education institutions, both public and private. Now they are already a need of which not all the university community (teachers, students, administrative staff) we are ready to use. Just the effort to train more than 40 thousand teachers and 350 thousand students at the National Autonomous University of Mexico, represents a monumental challenge. “For private universities like the Institute of Higher Studies of Monterrey has been very important the use of ICTs, so your community has faced this crisis with more Fortune than other higher education students. Similarly, private universities that count with resources they can implement the use of digital platforms in their community ”.
“The efforts of the Mexican government to combine ICTs have resulted late. In 2012, the Open and Distance University of Mexico (Unadm) was created, which currently offers more than 20 bachelor’s programs in areas of Health Sciences, Biological and Environmental; in Exact Sciences, Engineering and Technology and in Social and Administrative Sciences. It also offers three postgraduate degrees. All your programs are offered in the non-school system so the entire teaching-learning process is through the use of the ICTs. The Spanish philosopher-educator Fernando Savater -for his part and in coincidence with Hervey Rivera- points out: “The Education is one of the most important issues of our present time and of the that somehow urge us all those of us who want a society more civilized, more peaceful, just and egalitarian. Returning to the political scientist-researcher Rivera González, in our interview, he continues to tell us: “Part of the challenge for students and teachers besides him proper use of all the resources that ICTs offer, is to convey the motivation and importance of the study of all the subjects that are approached in its formation. Hervey Rivera González has a degree in public administration and science policies, by the Faculty of Sciences University Policies and Social Autonomous National of Mexico, UNAM. Master in Political Science from the Faculty of Law and Social Sciences, by the Meritorious Autonomous University of Puebla (BUAP). Doctor in Government and Political Sciences, by the Institute of Government and Strategic Development of the Meritorious Autonomous University of Puebla. He has been a fellow in the National Quality Postgraduate Program of the National Council of Science and Technology, Conacyt, and in the Conacyt of the state of Puebla. He has worked in the public and private sectors in Mexico City and in the Puebla entity. He is a collaborator of local and national news media. Since 2012, he has taught at the Bachelor of Political Science from the BUAP School of Law and Social Sciences. Its main lines of research are: Legislative Studies (local and federal levels); Mexican Political System and Government of Puebla.
