The Valencian socialists manage to reach an agreement between Page and the PSC on regional financing

The PSOE has a good number of open fronts on the eve of the territorial congresses that must renew a part of the socialist baronies, but one of them is no longer that of the regional financing reform. The internal mess that once entailed the recognition of a fiscal “singularity” for Catalonia included in the investiture agreement between Salvador Illa and ERC has been officially quelled this Saturday in the federal congress of Seville, where all the territorial federations have agreed on a text that focuses on “multilaterality” and the need to improve the resources of all autonomies to strengthen public services.

The transactional amendment introduced at the last minute in the presentation has been led and negotiated by Arcadi España, a Valencian socialist and number two in the Ministry of Territorial Policy. According to sources present in the commission that debated and voted on the amendment and the content of the agreement, Spain has managed to “analyze the sensitivities of all the territories, making possible a compromised text where all delegations feel comfortable with what has been voted on.”

The agreement had already been very well worked out at the Seville congress, and sources from the Castilla-La Mancha delegation, one of the most critical of the pact with Esquerra, confirm their full satisfaction with the finally approved text, which they have managed to reach agreement those of Page with the PSC in a matter of special complexity with the socialists.

Among the main changes introduced with respect to the original presentation is the concept of “multilaterality” and the express mention of the Fiscal and Financial Policy Council as the body for discussion of the reform. “This model will be approved multilaterally within the Fiscal and Financial Policy Council, without prejudice to the bilateral relationship of the state with each autonomous community based on what is included in the different statutes,” reads the document to which it has had access. eldiario.es.

“The objective is to ensure that citizens residing in different autonomous communities have access to the same level of public services,” states the text, which proposes “deepening the process of federalization of the State” to “deepen the economic and social cohesion of the territory.” . “Federating is not separating, federating is uniting, creating a space of coexistence where the unity of the State is guaranteed at the same time with respect for the diversity of the peoples that make it up, the self-government of the Autonomous Communities and the political integration of the State “, it is stated.

The fundamental point that has led to the agreement is the one that expressly refers to the fact that respect for multiculturalism on which the reform will be based will guarantee that privileges of some territories over others do not occur. “This model will be approved multilaterally within the Fiscal and Financial Policy Council, without prejudice to the bilateral relationship of the state with each autonomous community based on what is included in the different statutes.”
