“We do not bastard, the saturation of the staff is very large,” explains Françoise Calvo, employer of the Public Employment Service (SEPE) and representative of UGT. The majority unions, CCOO and UGT, have launched on Wednesday an alarm signal to the government to request more effective in a “urgent” way. The representatives of the workforce warn that the staff is “clearly insufficient”, even with empty offices that have run out of any worker, which is resainting attention to citizenship, they regret.
“We manifest the enormous concern about the impact that this causes in the provision of services for employment plaintiffs,” collects the Joint Manifesto of CCOO and UGT addressed to the Ministry of Labor and the Public Function. The unions warn the decreasing number of workers in the SEPE, “from 8,224 troops as of January 1, 2019 to 7,380 as of January 1, 2025”. Françoises Calvo explains that the figure that unions usually place as a reference to give a good public service are the “10,500 troops.” “Before 2008, of the financial crisis we were 12,000,” he recalls.
Empty offices or less than three employees
CCOO and UGT highlight that it is “necessary to increase the staff of the benefits of benefits”, which stresses that it will contribute significantly to improve attention to citizenship. Now, they call attention to how some offices are weakening, even running out of any employee.
Thus, they argue that a third of the offices, “238 of the 712 benefits of benefits”, have between “0 and 3 effective people.” There are even offices that have been deserted, they regret. “11 offices do not have any effective person.”
Sometimes, “the consequences that users can see is the coverage in some offices with personnel with very little experience,” says a SEPE worker anonymously. Cases in which some of their peers have to take care of offices with just a few months in the agency. “They are people with a lot of will, but who have lack of experience and their knowledge are still not very consolidated,” says this employee.
The unions claim to work and public function a “urgent” call to incorporate new official personnel into the agency. However, given the usual delay of these processes and given the urgency of the reinforcements, CCOO and UGT ask that “the immediate incorporation of interim vacant officials are authorized until the places are covered definitively.”
In addition, the unions point out that “the increase in template is also necessary in the provincial addresses and central services” of the SEPE.
Patricia, unemployed: “I have taken a month to get an appointment”
Françoise Calvo points out that one of the clearest evidence for the citizenship of the lack of staff is the difficulty in getting quotes in the SEPE. “We cannot give as many as we would like, because we do not arrive,” explains the representative of the workforce.
To the lack of workers is added the adaptation to the “new computer system, which is giving us many problems.” Calvo argues that it has been “the icing” to a bad starting situation. “If we used to do some procedures quickly, in 10 or 15 minutes, now we take half an hour,” laments the new computer system.
Patricia (fictional name) is a worker in unemployment, in the quarantine, who explains that it has taken “more than a month” to achieve an appointment. “I woke up soon and was pending from 8.30 – when they told him it was easier to get an appointment. Many days, I saw myself giving him 20 times, to see if a hole was released and nothing … there was no way, ”he says.
In addition, on two occasions he apparently achieved an appointment, but explains that the SEPE sends an SMS to confirm it and, when he got into the web to do so, “it was no longer available.” “This happened to me twice, it was a very desperate situation,” explains Patricia, who finally managed to be treated a month later since she started trying. “The SEPE allows you to download a proof that you have tried to make an appointment and you have not achieved it,” adds the affected.
In the SEPE office, Patricia explains that the attention was “agile” and “without waiting.” When he left, he saw a girl who had presented himself without an appointment and explained that he did not achieve any. “I was about to say that I was right, that it was impossible,” he adds.
