The Civil Guard has asked the Judge of the Supreme Court to investigate the former minister José Luis Ábalos for alleged crimes of criminal organization, influence traffic and embezzlement that requires information from seven bank accounts in which the politician appears as a holder for … Know your Movements since 2014 until today.
The petition comes after the agents have analyzed the economic and patrimonial situation of Ábalos and his firstborn Victor, at the request of the magistrate Leopolodo Puente, who also instructs the cause against his ex -assistant Koldo García and the businessman and commissioner Víctor de Aldama, who negotiated with transport the public contracts to bring health material to Spain for 53 million euros.
In their report, to which ABC had access, the agents attribute to the former Minister of Transportation two properties in Peru, linked to the International Foundation for Local and Social Development Support (Fiadelso), a Valencian society constituted in the 90s and extinguished in 2023, but that for researchers it is of interest given that “the linking of Ábalos and their family environment” with the same “would have endured over time, reaching the present.”
On the one hand, because Ábalos, together with businessman Manuel Valls (who died in 2022), bought the commercial premises where the headquarters of the Foundation in Valencia was established in 2003; On the other, because the two would also have acquired in 1998 for 823.58 euros the aforementioned properties in Peru, as can be seen from the writings found on a hard drive that Koldo García kept at his home. Finally, because the woman of Ábalos between 2007 and 2022, Carolina Perlesappeared as a member of the Board of Trustees of said Foundation in 2018. It states that he himself was also, although in the first years of the foundation.
In May 2019, according to the UCO in its report delivered to the judge, Ábalos granted a special power to a woman of Peruvian nationality, Jenifer Balta, so that she could manage procedures linked to the properties located in the South American country.
While in January 2020, Ábalos sent to Koldo García a photograph with a document of the Ministry of Justice and Interior of the Generalitat Valenciana, of October 2019, where he was recorded that she had resigned from “Patron of Fialdelso.”
On February 15, 2022, Ábalos also asked his advisor, Koldo García, through WhatsApp, «if he had made a bank transfer to an account he had in common with Ardines (Gustavo Casal ArdinesPresident of Fiadelso) for the payment of a loan ».
That is why the agents ask the magistrate to also require the Tax Agency for information on Fiadelso fiscal exercises between 2014 and 2024. Specifically, the Civil Guard asks that the Treasury contributes data related to their bank accounts, their income, checks collected, rented security boxes or real estate, among others. They also want the judge to make a judicial requirement to the Ministry of Justice, Interior and Public Administration of the Valencian Community to contribute “all the documentation that works in his possession” relative to Fiadelso, “from its constitution to its extinction.”
The deputy reacts
The now deputy of the Mixed Group in Congress reacted yesterday afternoon to the police report, with emphasis on clarifying extremes related to another writing of a third property in Colombia that Ábalos bought in 2003.
Speaking to ABC, José Luis Ábalos said: “I have no property outside Spain.” Based on the Scriptures that were on a hard drive requisitioned to their exassor, Koldo García, the agents describe him as a property the Mirador del Carmen de Tulua (Colombia) acquired by 2.5 million dollars that “converted to national currency at the time of the transaction would be 2,137,848.37 euros,” the agents collect.
Ábalos was “amazed that this is done by a police officer” and defended that it is a “meadow, a rustic land in the mountain without any building” that he bought in 2003 for personal reasons, thinking of becoming a house, and sold in 2013 a neighbor for 10,000 pesos more, Javier Chicote reports.
The former minister does not understand, according to the statements made to this newspaper, “what has to do with the 2020 masks a meadow that I bought in 2003 in Colombia” and denounced that “the prospective, general causes are prohibited.” He urged researchers to consult the public records of Colombia, because “everything is there” on the land located about 90 kilometers from Cali.
As for the property of Peru, he reiterated, as he already claimed during his statement as investigated in the Supreme Court, which owned the land of the property where the aforementioned association developed its activity.

The UCO highlights that “in relation to this acquisition, the analysis of the telephone intervened to Koldo’s brother, Joseba García (Also investigated at the National Court for the same facts as Ábalos, Aldama and Koldo in the Supreme Court) is the one who carries out the steps for the purchase with Bernardo Castillo Pérez, intermediary between the latter and Ábalos. The fact of the participation of Bernardo, who in turn serves as an interlocutor with the sales company, is significant since it would belong at that time to the next circle of Aldama ».
