Rome – Tighten not to close. The phase the government is about to face in decisions on restrictions can be summarized in one sentence. It will lead to a super Green Pass. But how will it work for those who are not vaccinated? And when will it come into effect? First of all, a decree will be launched that will establish the rules with which we will have to measure ourselves. And the decree that will only allow vaccinated people and those who have recovered from Covid to obtain green certification should come into force starting either from Monday 29 November or from 6 December. The squeeze will serve to avoid the risk of closures at Christmas. And we are moving towards the obligation to vaccinate for teaching staff (schools) and military (law enforcement).
The control room
The control room chaired by the Prime Minister, Mario Draghi, will meet today at 11 am. The new anti-Covid measures are on the table, also in the matter of green pass. The Council of Ministers – according to what has been learned – will instead meet at 3.30 pm to approve the new measures. From the Regions comes the request for very harsh restrictions, even if the premier seems to be oriented towards a softer line. To see – while waiting for the control room – if the super green pass will already be valid in the white area or will start from the entrance in the yellow or orange area.
The decisions
But what is the government working on? The question is now known. It will be necessary to arrive at a package that includes restrictions without penalizing those who have chosen vaccination as a solution to stop the pandemic. The orientation, therefore, is to tighten on the unvaccinated in general. And this also in the face of the increase in infections and employment in intensive care. The decision to get to a super Green Pass, therefore, seems at this stage and approaching Christmas to be the most logical solution. And the decree provides precisely this: the idea is to exclude non-immunized people from recreational activities.
The duration of the Green Pass
Another question to decide: how long will the green certificate last? It is now valid for 12 months, but it could be increased to 9. I will need an opinion from the CTS.
The swab
Those who are not vaccinated will be able to move thanks to the swab (molecular or antigenic), but only to go to work or to access public transport (including high-speed trains and airplanes). It remains to be seen whether it will be valid starting from the white zone. This too is a knot that will be unraveled over the course of the day. Its duration could go up to 48 hours, but the CTS will give indications on the matter.
The prohibitions
But what will be forbidden for those who do not have the super Green Pass: stadiums, cinemas, theaters, sports halls, discos, ski resorts and places for recreation and entertainment in general may be prohibited. The use of bars, restaurants and hotels is also at risk.
Outdoor masks
Another topic on the agenda will be the return of the outdoor mask. To push in this direction is the Minister of Health Roberto Speranza. But within the same Executive there are those who slow down. We will see later in the day.
