Transfer of two points per year will be allowed
It is assumed that Russians will be allowed to transfer no more than two pension points in one calendar year: one point to each parent or two points to a single parent.
An increased number of points for parents will increase the size of their pensions and standard of living, according to the explanatory note to the bill.

The deputies recalled that the minimum length of service and the individual pension coefficient for the assignment of an old-age insurance pension are from 15 years and 30 points from 2025, respectively. According to the authors of the initiative, under such conditions, additional support for retiring citizens is required.
Taking into account all the pension reforms and changes, it has become a problem for a number of citizens to accumulate the minimum 30 points in order to receive an old-age pension
If children share points with their parents, then there will be no great harm from this for them, but for mother and father it will be a significant help, the parliamentarians explained.
Previously, a working group of the profile commission of the State Council proposed raising the limit of pension points for working pensioners. Thus, in the draft passport of the national project “Personnel,” a clause has appeared under which the authorities can remove the existing restriction of three individual pension coefficients (IPC). Thus, it is proposed to allow working pensioners to accumulate points on the same basis as the working-age population – up to 10 per year.
