“According to the rules of the road, driving a car requires full concentration, both hands must be on the steering wheel. We all know that even small distractions can have dire consequences. Smoking cigarettes distracts the driver, which increases the risk of an accident,” the deputy emphasized.
According to him, the initiative concerns the safety of all road users. The parliamentarian recalled the government’s Concept for combating the consumption of tobacco and other nicotine-containing products, which states that the consumption of such products should be reduced. The measure proposed by the Ministry of Transport may be one of the ways to solve this problem, Gusev is sure.
The fact that the Ministry of Transport proposed introducing new fines for drivers became known on September 25. The department proposed to prohibit drivers from “using any device while driving that is not provided for by the design of the vehicle and requires the use of hands or distraction from controlling the vehicle while driving.” This, as reported, also concerns electronic cigarettes and vapes, wrote Mash. According to current legislation, the ban only applies to drivers talking on the phone while driving.
