The Connected and Healthy Soria Plan 2021-2027 has mobilized 103 million euros to date, thus fulfilling an execution of 62.27 percent of the planned commitments, according to the Minister of Economy and Finance, Carlos Fernández. Carried.
The head of the department has chaired the monitoring committee of the Connected and Healthy Soria Plan 2021-2027 to analyze what has already been executed of the 165.36 million euros of the total.
The counselor has been accompanied by the president of the Soria Provincial Council, Benito Serrano, and the delegate of the Board in Castilla y León, Yolanda de Gregorio. The Plan was initially endowed with 159 million euros and has increased to more than 165 million by incorporating the investment to develop the hydrogen plant in the Garray Environmental Business Park (PEMA). Carriedo recalled that of the 165 million euros, 135 are contributed by the Board, 20 by the Provincial Council and 9.5 by the Government of Spain.
The objective of the plan is to promote territorial cohesion, digital transition and competitiveness in more than a hundred projects to improve the quality of life of people in the province of Soria.
The Connected and Healthy Soria Plan 2021-2027 is articulated around four transversal axes, which seek to structure the planned investment and have an impact on different strategic areas on the territory and the population.
Carriedo has pointed out that the axes are connectivity and digital transition; the promotion of competitiveness, business innovation and the circular and sustainable economy; the promotion of territorial cohesion as well as administrative measures for population settlement.
In the Digital Transition and Connectivity axis, the Universalization of Digital Infrastructures for Cohesion Program (UNICO) is being promoted as a framework for different calls that facilitate the universalization of access to ultra-fast broadband and the extension of 5G in Spain.
This Program is among the objectives of the Recovery, Transformation and Resilience Plan and the Digital Spain 2026 Agenda, and aims to achieve broadband coverage at 100 Mbps downward for 100 percent of the population.
In the axis of promoting competitiveness, business innovation and the circular and sustainable economy, it has been launched the vertical accelerator of Bioeconomy and Circular Economy from Castilla y León, ‘Wolaria Bioeco’.
Its budget is 100,000 euros and it will be carried out in two editions (2024 and 2025), selecting 10 business projects in each of them. Likewise, within the strategic space in circular bioeconomy-clean energy (PEMA), in the Energy Domes, the contract for the total execution has already been awarded for 15,085,750 euros of the work in a single phase, with the execution period being 18 months, being already under construction.
Cohesion and settlement
Among the projects of axis 3, Promotion of territorial cohesion within the framework of the demographic challenge, strategic sectors, within the measure ‘Soria, city and province of Vocational Training’, have been launched five new FP cycles, three specialization courses and 2,959,751 euros have been invested in infrastructure.
Finally, in axis 4, Administrative measures for population settlement, they are being incorporated positive actions for depopulated territories in the calls for aid from the different departments of the Board.
The Ministry of Economy and Finance, through ICECYL, has approved the regulatory bases for subsidies to finance business creation projects, which establish the assessment criteria. Among them is the application of an additional percentage of ten percent on the eligible cost for projects located in the province of Soria during the validity of the Connected and Healthy Soria Plan 2021-2027.
