What does the experiment with digital rights from October 1 mean and is it possible for drivers not to take a plastic ID with them. Dmitry Bezdelin, a lawyer at the European Legal Service, spoke about this on September 28.
In conversation with the agency “Prime” Bezdelin clarified that electronic rights in the form of an individual QR code will be available on the State Services Auto mobile application. According to him, the traffic police of Russia allowed motorists to present a digital certificate as an experiment.
At the same time, before the adoption of amendments to the Rules of the Road, drivers are required to have a plastic document with them.
“Plastic rights are also necessary if there is no Internet at the place of verification. Then the inspector will simply not be able to read the QR code. But now experts are working to ensure that the service works not only online, but also offline,” the lawyer said.
Bezdelin also added that an electronic format of the OSAGO policy is currently being developed, also in the form of a QR code.
On September 21, Petr Shkumatov, a member of the public council of the Central Internal Affairs Directorate of the Ministry of Internal Affairs of Russia for Moscow, said that the mobile application “Gosuslugi Avto”, with which it will be possible to present electronic driver’s licenses, appeared a long time ago, but the problem of fakes remained unresolved. According to the expert, unscrupulous citizens could use a fake application similar to the real one, upload any data there, and the inspector could not check these data and the program itself. Shkumatov noted that now the traffic police has completed the integration of its own data and applications. Thus, the inspectors have a toolkit for checking and validating the authenticity of the application and data. The expert expressed confidence that this application will be in demand among Russians because of its convenience.
On the same day, the head of the State traffic inspectorate of Russia, Mikhail, said that from October 1, a driver’s license can be presented electronically through the State Services Auto mobile application in test mode.
Earlier, on September 7, the Ministry of Digital Transformation told Izvestia that more than 1.6 million people had issued an electronic vehicle registration certificate (STS) over the past year – that is how many users registered in the State Services Auto application as of September 1, 2022.
In June, the head of the Main Directorate for Road Safety of the Ministry of Internal Affairs of Russia, Police Lieutenant General Mikhail Chernikov, told Izvestiya that by the end of 2022, Russia plans to launch electronic driver’s licenses.
