Russia does not see the US aspiration to withdraw from the missile technology control regime (MTCR). So Ambassador-at-Large of the Russian Foreign Ministry Grigory Mashkov assessed the possibility of the US withdrawal from the MTCR. RIA News…
“I will not speak on behalf of the American side. I can only say that I do not see any symptoms indicating the desire of our American colleagues to abandon their obligations under the regime and withdraw from it, ”he said.
There is an important discussion in the MTCR regarding the improvement of the control system, therefore, undermining the goals of missile non-proliferation is not in the interests of the American side, Mashkov emphasized. He also noted that the MTCR does not provide for a complete ban on the export of missile technologies, the restrictions apply to production facilities for creating goods of a specific category specified in the technical annex of the MTCR.
“When making a decision [об экспорте] the balance between the desire to obtain economic benefits and the achievement of non-proliferation goals is taken into account. It seems to us that it was previously complied with. Now there is a desire to put considerations of economic benefits in the foreground, ”the Russian diplomat explained.
The Missile Technology Control Regime (MTCR) is a set of rules for the non-proliferation of weapons of mass destruction and their delivery vehicles. It was formed in 1987, the treaty is intended to limit the spread of missile technology and unmanned aerial systems. The control regime is a voluntary association of 34 states.
In July 2020, the United States, under the rule of Donald Trump, decided to soften the interpretation of a number of provisions of the MTCR in order to export unmanned aerial vehicles.
