The new curriculum, approved late, leaves the promotion of students with three or more failed subjects in the hands of the teaching team
The Governing Council approved this Wednesday the new Secondary Education (ESO) curriculum, which will be mandatory for all private and public centers in the Region of Murcia, affecting 77,000 students.
The regional Executive has taken advantage of the 40% autonomy it enjoyed to establish some changes with respect to the provisions of the state education law. One of the most significant changes will be the one related to the subject of History, which will be studied “respecting the principle of chronology that is inherent to a correct learning of the past and will add important historical events that have been ignored in the minimum teachings approved by the Government central”, such as the discovery of America or the French Revolution, among others, pointed out the Minister of Education, María Isabel Campuzano.
However, the Executive has not been able to go further when it comes to dodging the ‘Celáa Law’. The final decree has been modified with respect to its initial wording after the opinion prepared by the Legal Council, which warned the Ministry that some precepts of the curriculum, specifically numerical qualifications and the maintenance of limitations for the promotion of the course, they were contrary to the Lomloe.

Education intended to maintain numerical grades (from 0 to 10) in the evaluation of students despite the fact that Lomloe eradicated them, establishing the terms of Insufficient (IN) for negative grades, and Sufficient (SU), Good (BI), Notable (NT) or Outstanding (SB), for the positive ones. After the opinion of the Legal Council, grades from 0 to 10 will not appear in any official evaluation report, but will appear in an additional document that will be provided to families so that they have more information about the academic performance and evolution of their children. Regarding the promotion of the students’ course, the draft decree marked as a recommendation that students who fail three subjects could only pass the course if three quarters of the members of the teaching team endorse that decision and set a series of conditions, as they are not simultaneously Language and Mathematics. In the final curriculum, “decisions on promotion will be taken collectively by the teaching team by simple majority.” «Students who pass all the subjects, or who fail one or two, will be promoted to the next class. In the event of having 3 or more failures, it will be the teaching team that decides, considering that the nature of the failed subjects will not prevent the student from achieving the objectives and competencies of the stage in the future”, explain sources from the cabinet of Mabel Campuzano.
Families will receive an additional informative document with their children’s grades from 0 to 10
Students who pass all the subjects at the end of the 4th year of ESO will obtain the title. In the event that they have a failed subject, and provided that the average of the evaluation results is equal to or greater than Sufficient, it will be the teaching team, collegiately and by simple majority, who decides on obtaining the title.
On the other hand, one of the novelties of the curriculum consists of the elaboration of a monographic research work that all students in 4th year of ESO must carry out and to which two weekly teaching hours will be dedicated. The work will be able to address different topics, it will be evaluable and it will be supervised by the teaching staff. In addition, the optionality in 1st and 2nd of ESO will be eliminated, which will be included from the 3rd year and will be extended to the 4th.
Likewise, the study of a second language will be compulsory for all students in the 1st and 2nd years of Secondary Education. French has been established.
New subjects on financial education and Philosophy in 4th year
The new Secondary curriculum will reinforce the teachings of Economics, Philosophy, History and Classical Culture in the Region, giving them a greater role, they say from the Community, than that granted by the Ministry of Education and Vocational Training.
These subjects provide, in the opinion of the Minister of Education, Mabel Campuzano, “an essential training for students in a society like today”. For this reason, the new decree approved by the Governing Council will incorporate important measures, taking advantage of the 40% autonomy that the regional Executive has, to complete the curricula and give greater importance to basic subjects.
The Community bets in its new curricula for training in financial education. Thus, a subject is included in 4th ESO with these specific contents, Financial education and responsible consumption, and also a subject in 3rd ESO with training related to personal and social entrepreneurship.
On the other hand, the counselor supported the permanence of subjects of philosophical content in Secondary, regretting that the central government “has not considered them in its design of this educational stage.”
The Community will maintain a subject in 4th taught exclusively by Philosophy teachers. This subject, Philosophy: Rhetoric and Argumentation, “will help students to develop the ability to debate any subject, be it current affairs, scientific, artistic, political, etc.” Likewise, the subject will offer tools to elaborate speeches.
Likewise, in the 4th year of Secondary Education a new subject will be offered called The Classic World: language, history and heritage’.
Mentions and registrations
The subjects with the greatest study load are Spanish Language and Literature, Mathematics and English, with four teaching hours in each course. Together, they will total more than 1,600 hours throughout ESO.
In addition, the new decree will recognize the excellence of the region’s students by awarding honorable mentions in subjects and ‘honours’ for the whole stage.
