The new rule allows patrons to deduct up to 50% of what they contribute in the regional IRPF section and companies will be able to save up to 40%
The Plenary Session of the Regional Assembly approved this Wednesday the patronage law that will “favor” private contributions to promote the financing of cultural, artistic, scientific, social, environmental and sports projects. The norm had the support of all parliamentarians, except for the two Podemos deputies, who voted against it.
The bill was based on the PP, although during the parliamentary process most of the PSOE’s amendments were approved, which has made it easier for the Socialists to also support the regulations.
Specifically, the regulation includes fiscal measures that benefit the patron and aims to promote the culture of patronage in the Region. The PP deputy Miriam Guardiola explained that the purpose of the law is “to help more people”, since “not only cultural, sports and scientific projects can benefit, but also social, environmental, animal protection and general interest projects. ».
Among the tax measures contemplated in the law, the fact that patrons can deduct up to 50% of what they contribute in the regional section of personal income tax and companies can save up to 40% stands out.
Guardiola stressed that with this law “one more step” has been taken. “We wanted to expand the object of the law and reach more people. And we have taken a further step with our amendments and social projects will also benefit. It is one of the most advanced and complete laws in Spain », he added.
The spokesman for the Citizens Parliamentary Group, Francisco Álvarez, stressed that “by introducing the figures of patronage in competitions, the possibility of remission or assumption of debts, or the loan of use, places this Patronage law in the leading group of the laws of this type, in terms of its ability to cover practically all possible donation scenarios and its more than broad spectrum of application».
VOX spokesman, Juan José Liarte, explained that with this law “the Region could become a preferential market for art. Only with the fact of achieving it, this law would have already fulfilled a very important function ».
The Socialists, for their part, recalled their doubts about the application of the law and about its beneficiaries. In addition, they pointed out that the PSOE introduced up to 32 amendments to the law, highlighting the amendment that allows sports and social associations to be recipients of donations. “As the law was written, most associations were excluded,” they pointed out.
The reproaches to the norm have come from the hand of Podemos, specifically its deputy Rafael Esteban blamed that a “bureaucratic monster that covers up beach bars and what level of income are going to have people who can access the benefits imposed by this law”.
Rejection of residence regulations
On the other hand, during the session the regulation of residences proposed by Podemos was also rejected. This circumstance has caused reproaches between the spokesperson for the purple formation, María Marín, and the Minister of Social Policy, Isabel Franco for the management of the residences during the pandemic.
The counselor criticized that, during the pandemic, the Ministry did not make “not a call to the autonomous communities to find out what was happening, to find out how it could be supported. The Podemos deputy reminded the councilor that she promised to change a social model from 25 years ago. “We have to adapt the resident model to the service they receive and enhance their health care, these were the words of the social policy counselor herself,” said Marín, also reproaching her for being a “turncoat counselor who cares little what may happen” .
The Socialists have supported the initiative, although they think that Podemos “has fallen into the trap of the right, which is going to blame the Minister of Social Rights, Ione Belarra.” From VOX they expressed total distrust in this initiative and in the “business of euthanasia”. During the debate on this initiative, Ciudadanos announced that the counselor is preparing a decree to regulate public and private residences.
