The department of Ione Belarra postpones the vote to try to reach an agreement with the communities next June
The central government failed yesterday to close the agreement with the autonomous communities to give the green light to the new model of residences. Among the communities that have shown their rejection of the document, are the Community of Madrid, Galicia, Andalusia, Murcia and the autonomous city of Ceuta (presided over by the PP), Castilla-La Mancha and Extremadura (presided over by the PSOE), Country Basque and Catalonia, according to sources consulted by Europa Press.
The Ministry of Social Rights and the communities agreed yesterday to “postpone the vote” while waiting to “close the final details.” The department headed by Ione Belarra hopes to reach an agreement “over the next month” so that the ratio in residential centers decreases to “one worker for every two residents, the number of individual rooms in public residences is increased and nuclei of coexistence of a maximum of 15 people are established.
The document, which was going to be voted on yesterday at the Territorial Council for Social Services and the Dependency Care System, chaired by the Minister for Social Rights, Ione Belarra, proposed a new model for residence accreditation. Among other measures, it set a three-year term for the “total suppression” of physical, chemical and pharmacological restraints, and established that the new public residences must have at least 65% individual rooms. In addition, according to the text that has not finally been voted on, the projected centers could not exceed between 75 and 120 places, depending on the population density. Likewise, with the aim of making the residence resemble a “home” as much as possible, it was proposed that the life of the residences be organized in small coexistence units, with a maximum of 15 people. Likewise, the improvement of home help services was promoted together with the day center or telecare.

In addition to the nine autonomies mentioned, the dependency sector also showed its rejection of the text. In a statement, the employers indicated that this model would mean a “significant decrease” in the supply of places, “which is already at a critical point and without being able to attend to the waiting list, and as well as jobs in residences.”
In addition, they warn that with this model there would be a “discrimination between people who receive services in a public way and those who do it in a public-private way.”
