The PSOE already has its framework presentation facing the 41st Federal Congress of the match that takes place in Seville at the end of November. Under the title Drive for peacethis Tuesday it will be sent to the provincial federations. From there, different amendments will be collected and those that are approved will be included in the political document that will lay the foundations for the socialists for the coming years.
The party that leads Pedro Sanchezthrough the team in charge of preparing the document, will put on the table a series of measures, called in the text as “impossible” that the PSOE wants to achieve. This is reflected in the introduction of the framework presentation, to which you have had access Public.
Among them stands out include in the Constitution “the social achievements of the last decade.” “We will shield the advances made against the advance of the extreme right so that they have to be observed and respected at all times and in every territory, regardless of the political sign that governs,” the text states.
The framework presentation expressly mentions the constitutional protection of the right to voluntary termination of pregnancy, marriage between same-sex spouses, the public nature of protected housing, and the obligation to revalue the Minimum Professional Salary (SMI) so that it is always above 60% of the average salary, as recommended by the European Social Charter.
The issue of abortion was already put on the table a few months ago after the similar step taken by France. At that time, the PSOE government partners, Sumar, demanded to imitate the neighboring country. The Ministry of Equality indicated that the conditions for this were not yet met since such a reform requires “very broad consensus.”
The PSOE’s framework presentation also includes other striking measures. On the one hand, also looking towards France, it is proposed force large companies by law to distribute a part of their profits among their employees. The goal is to “foster the engagement and effectiveness of our workforce and achieve a more equitable distribution of wealth.”
Another measure on paper is the creation of a “citizen seat” in the Congress of Deputies and the Senate “as a space for direct citizen participation.” They explain in the PSOE that this seat will not have a permanent holder or the right to vote, but it can be used by different representatives of civil society to ask questions in the control sessions to the Government.

Climate change is present in the highlighted measures. Therefore, it includes the creation of a “Resilience Fund against Climate Justice.” It seeks to “protect those most vulnerable people and communities, especially in rural and coastal areas, and we will promote a fair ecological transition in all economic activities from the direct effects of climate change.”
“We will implement a plan to leasing of electric vehicleswhich will allow citizens to enjoy an electric car on a leasing basis (rental with the option to purchase) at a price significantly lower than the market price and without an initial fee,” the writers of the document also add.
The PSOE also intends to create “the figure of the Defender of Future Generations”charged with “analyzing the impact of ecological, social and economic imbalances and protecting the interests of future generations.”
Regional financing
The debate on regional financing is one of the most anticipated in the socialist conclave after the pact between PSC and ERC for the investiture of Salvador Illa in Catalonia. An agreement that has generated a certain stir. The formulation in the document is currently as follows, at the expense of what the federations can contribute:
“We will reform the Autonomous Financing System, guaranteeing greater resources for all Autonomous Communities, reinforcing public services and making solidarity compatible with equal tax effort with the recognition of singularities. The new system will result in a fairer distribution of financing, will close the way to tax dumping and will include the creation of a true Autonomous Fund for reindustrialization and the convergence of incomes between Autonomous Communities.”
At a general level, the introduction of the framework presentation highlights four challenges “that will define the sign of our time and the future of our children.” The first of them, according to the PSOE, “is developing a different growth pattern.” “The time has come to find a new way of growing that is compatible with the well-being of the planet, with the new demographic and technological realities, and with the ambition of a society that – legitimately – wants to work differently, have more rights and live better,” the text states.
The second great challenge is the “climate emergency”. “In the coming years, climate change will seriously alter our weather patterns and ecosystems. If we do nothing, droughts, fires, DAMAGES and floods will become more frequent and destructive,” they indicate at a time marked by the catastrophe that occurred in the Country. “The third challenge we face is the transformation of the global order“, they add in the PSOE, in reference to trade wars, armed conflicts, abuses of human rights, and the questioning of the United Nations and the multilateral system. “If we want to avoid falling into the spiral of destruction and misery that devastated the world in the last century, we will have to create a new international architecture,” they indicate.
Finally, the fourth challenge to which our society must respond according to socialists “it is the rise of authoritarian values and the international ultra”. “Its objective is to dismantle a good part of the consensus and social achievements achieved in recent decades. Undermine diversity, deny climate change, the emancipation of women, and the welfare state, and recover the neoliberal policies of cuts and speculation that they did so much damage after the 2008 financial crisis,” they warn. To this end, they claim that “Spanish social democracy is one of the few that can still stop the advance of this reactionary wave.”
