He prosecutor Jorge Fernández de Aránguizof the Santiago de Compostela Prosecutor’s Officesays in its decree archiving investigation proceedings 52/2024, on the public contracts awarded by the Xunta de Galicia to the company Eulen, where the sister of Alberto Núñez Feijóothat with the “raw material” of the complaint “only a general case could be opened in relation to all contracts.”
And then he recalls circular 4/2013 of the State Attorney General on investigative procedures, which indicates: “In any case, it must be assumed that general investigations into the conduct or activities of a person and the research
prospective“, states the decree, to which this newspaper has had access.
The complaint was filed by the lawyer José Luis Mazónpresident of the Preeminence of Law Association, on September 6, 2023, before the Anti-Corruption Prosecutor’s Office, which referred her to the Santiago de Compostela Area Prosecutor’s Office.
Mazón’s complaint was based on the one filed a month earlier by the Citizens Association against Corruptionan NGO close to Vox. It indicated that Micaela Núñez Feijóothe little sister of the president of the PP, who has worked in Eulen since the mid-2000s, was a provincial delegate in Pontevedra and Vigo and director in Galicia when Feijóo entered the Xunta with his first absolute majority in 2009.
Since then and until he took over the Presidency of the PP, the Xunta awarded Eulen public contracts worth more than 37 million euros.
The prosecutor argues that the complaint calls for investigating the awards by different Galician public organizations, such as city councils, departments, as well as the Galician Health Service (Sergas) or the Galician Consortium of Social Services.
But around 77% of the reported awards were channeled through instrumental entities, such as foundations, public companies, agencies and other decentralized organizations, in which Feijóo had hand-picked friends, PP officials and party activists, according to the referred complaint.
Prosecutor Fernández de Aránguiz says that “the common thread of the complaint (which mostly consists of “cuts and pastes” from the digital press) is the large numbers of the awards made in favor of Eulen; and that the sister who was president of the Xunta is a director of such company”.
Congress will investigate
However, “the contracts that are questioned are not identified.
Nor to specify what defects are attributed to them,” the prosecutor concludes and warns that the file “does not produce any limitation for the interested party
can assert the claims he deems appropriate before the courts”.
It must be remembered that the commission of the Congress of Deputies that will study the acquisition of medical supplies during the covid pandemic will investigate the Xunta’s contracts worth 59.33 million euros which, as this newspaper has been publishing, were awarded to companies linked to Alberto Núñez Feijóo’s entourage when he presided over the Galician Government.
The reasons given for archiving the investigation into the Xunta contracts that benefited Feijóo’s sister, revealed by Publicclash with those invoked by Judge Peinado to keep the case open against Begoña Gómez, wife of the President of the Government, for alleged influence peddling.
With the endorsement of the Provincial Court of MadridJudge Peinado has indicated that he is investigating “all the acts” of Begoña Gómez since Pedro Sánchez has been president, which prompted the appeal of the investigated party because it is a “prospective” investigation according to said statement by the judge.
