On Wednesday, September 28, the head of the department of regional programs of the EISI, Darya Kislitsyna, explained to Izvestia the high turnout in the referendums on the accession of the Luhansk and Donetsk People’s Republics (LPR and DPR), as well as Zaporozhye and Kherson regions to the territory of the Russian Federation.
“Turnout always speaks for legitimacy. In all areas, its indicators are under 100%, that is, mass participation is observed. It seems to me that this is not just about legal legitimacy, but about people’s. This is a total unity of people in the territories, they even exceeded the results of 2014. Over the past eight years, there has been such a strong desire to join Russia, on the one hand, due to the actions of our country, which has been striving for development there all this time, and on the other, the inhuman actions of the Ukrainian authorities, ”the expert emphasized.
Kislitsyna noted that today “the world is ambiguous”: in the charter of the United Nations (UN) there is an article on the right of a nation to self-determination, and there is also an article on the territorial integrity of states and their indivisibility, and this contradiction is interpreted differently by the international community. Thus, from the point of view of the United States, the situation with Kosovo is the right of the nation to self-determination, while the situation with the above territories is interpreted as a violation of territorial integrity.
“I have many close people there, I talk about it based on human stories, and for me such results are very understandable <...> Why such high numbers? This is an existential question, it is actually a matter of survival. People did not choose between countries and solutions, they chose life, because this is a basic human right, ”concluded the specialist.
The referendums on the reunification of the DPR, LPR, Zaporozhye and Kherson regions with the Russian Federation ended the day before. In the DPR, 99.23% of the inhabitants of the region voted for joining the Russian Federation, in the LPR – 98.42% of citizens, in the Kherson region – 87.05%, and in the Zaporozhye region – 93.11%.
At the end of the referendums, it became known that the heads of the republics of Donbass, Zaporozhye and Kherson regions will go to Moscow to convey to Russian President Vladimir Putin an appeal on joining the regions into Russia.
On September 28, the head of the LPR, Leonid Pasechnik, announced the preparation of such a document.
At the same time, as the press secretary of the President of the Russian Federation Dmitry Peskov said, the Kremlin will inform the Kremlin in a timely manner about the date of the admission of the republics of Donbass, as well as the Zaporozhye and Kherson regions to Russia. According to him, this will be preceded by a certain procedure.
On February 24, Russia launched a special operation to protect Donbass. The decision was made against the backdrop of the aggravated situation in the region due to increased shelling by Ukrainian troops.
