This weekend the examinations of the opposition phase of the stabilization process of the Cantabrian Health Service (SCS) personnel were carried out without incident. with more than 4,000 applicants, for ten of the 76 categories called, corresponding to a global offer of 2,194 places.
After the tests, the Ministry of Health stated this Sunday in a press release that will comply, “in a timely manner”, with Law 20/2021, of December 28, on urgent measures to reduce temporary employment, as well as guaranteeing the completion of the stabilization processes for SCS personnel in the next month of December.
The Minister of Health, César Pascual, has pointed out that this is an “enormous challenge”, because “we had very limited deadlines to process the processes”, furthermore, “with few personal and material resources for their execution”. Thus, he has described it as a “titanic effort” by the Ministry, and has indicated that all of his staff “have dedicated themselves to meeting the deadline”, which ends in December, he has acknowledged. “Absolute priority has been given to its management, despite the fact that computer media has greatly affected the pace of work,” added Pascual.
For this reason, he wanted to thank the “commendable dedication” of the staff of the Ministry and the SCS, “fully dedicated” to the process, which “has achieved that the extraordinary calls for stabilization by competition are now about to end in the majority of the categories”.
“There are very few of us and it is necessary to recognize their collaboration, dedication and professionalism to move these processes forward, without ceasing to attend to their other daily tasks. So much so, that the final results of approvals in the majority of categories called have already been published,” the head of Health has highlighted.
Furthermore, in parallel, competitive examination processes are being promoted.
DYNAMICS OF THE PROCESS
In the extraordinary stabilization process by competition, which is the phase that is being carried out, there are a total of 76 calls corresponding to 76 statutory categories, with 2,194 places in contention.
On the other hand, the competitive examination process has 379 positions announced, corresponding to 53 statutory categories.
In addition, there are 3 calls for labor personnel through the competitive system, with an offer of 6 positions.
In this sense, during the weekend, the examinations of the opposition phase for the categories of Higher Laboratory Specialist Technician took place, with 324 applicants; Area Specialist Physician (FEA) of Anesthesiology and Resuscitation, with 20 applicants; Physiotherapist, with 192 applicants; Auxiliary Group of the Administrative Function, with 1,553 applicants; Higher Technician Specialist in Radiotherapy, with 34 applicants; and FEA Cardiology, with 13 applicants, held this Saturday.
This Sunday, the corresponding tests for the Nursing categories were held, with 1,600 applicants; Hospital Emergency Doctor, with 36 applicants; Higher Technician Specialist in Radiodiagnosis, with 266 applicants; and Pharmacy Technician, with 285 applicants.
The only exams that are pending are those of FAE Urology, which are attended by 5 candidates and which are scheduled for this Monday the 21st; the one corresponding to Higher Qualified Technician Biologist, with 10 applicants, scheduled for Thursday, the 24th; and that of Celador, which, with 1,934 applicants, is set for Saturday the 26th.
UNCLOG A PROCESS IN “PARALYSIS”
On the other hand, Pascual recalled that the stabilization processes were called on December 29, 2022 and published in the Official Gazette of Cantabria (BOC) on January 17, 2023, but “from that month of January until July 2023 that this new Government (PP) arrives, in absolute paralysis, without the previous bipartite (PRC-PSOE) having played a role”, he criticized.
“In just over a year, with extreme difficulty, this health administration has had to address, direct, organize and execute a process of a very exceptional nature,” he added, in whose management “speed and efficiency” have had to be combined. , in addition to “ignoring its direct impact on the healthcare environment, in which work is done 24 hours a day, 365 days a year,” he stated.
In this sense, the counselor has insisted that the execution of the process and the composition of the courts of the different categories, in which hundreds of people have participated, has had to be organized “in such a way as to affect the least possible assistance to citizens”.
As Pascual recalled, Cantabria “is obliged to face these stabilization processes, like the rest of the public administrations, to achieve the objectives of modernization and improvement of the quality of public services.”
The first measure adopted by the Ministry of Health was to “quickly” launch all the processes and have 230,150 euros available to address the costs of courts, classrooms, material, security, cleaning or travel, he recalled.
Likewise, the workload was distributed between the General Secretariat of the Ministry, in charge of coordinating and directing the calls, and the SCS to assist in the execution.
