The City Council requests the support of the Autonomous Community for this proposal and urges it to create a line of aid
The plenary session of the Murcia City Council has unanimously approved a proposal by the mayor, José Antonio Serrano, to request the Government of Spain to declare the municipality a catastrophic area due to the damage caused by the heavy rains at dawn on September 26, which affected the districts of Javalí Viejo, La Ñora, Espinardo and Guadalupe with special virulence.
Thus, and in order to comply with the principles of collaboration and co-responsibility between administrations, the Corporation has supported requesting the appropriate aid and subsidies for the damage caused to public and private infrastructures for an amount pending determination, but which will be remitted “by immediately” to the Government of Spain, as reported by municipal sources in a statement.
In detail, the Consistory will request the State, for the destruction or damage to basic necessities, that any document that proves its ownership, such as Real Estate Tax payment receipts or others of a similar nature, be admitted as a test measure.
For damages registered in establishments, it is proposed that, in the event that the interested party had been compensated by the Insurance Compensation Consortium, with application of the franchise provided for in the regulations, a subsidy of up to 8,000 euros may be granted.
In the section of aid to Local Corporations for expenses caused to deal with emergency situations, which 100% of the expense is subsidized, urges that it be included among the eligible actions, in addition to those contemplated in articles 22 and 23 of the RD 307/2005 the evacuation, lodging and feeding of affected people, the removal of mud and sand, drainage of water and cleaning of roads and public environments.
Another of the requests refers to the extension of the application period up to two months, since Royal Decree 307/2005 contemplates only one month. Likewise, the approved text contemplates the request to the Autonomous Community of the Region of Murcia to support the declaration of an area seriously affected by a civil protection emergency, as well as the authorization of a line of aid to alleviate the damage caused to those affected. .
Also, from the City of Murcia will proceed to process financial aid for those affected, within the framework provided for in the Regulatory Ordinance of municipal financial aid for the care of social needs.
The departments of Infrastructure, Contracting and Development and Urban Planning and Ecological Transition are going to commission a complete study of the damage to homes, businesses, facilities and municipal roads, educational centers and others.
At the same time, the City Council has launched a citizen attention service to report possible material claims on homes, belongings, agricultural land and others derived from this situation of a catastrophic or emergency nature.

Likewise, they have thanked “the neighbors for their commitment and selfless collaboration, volunteers, associations and organizations, contributing their means and personal resources to help, and for their exemplary behavior respecting the recommendations provided by the authorities”.
