Citizens of foreign countries working in Russia on labor patents transferred 43.5 billion rubles to the regional budgets for 11 months of 2020. About this on Saturday, January 23, writes TASS with reference to the press center of the Ministry of Internal Affairs of the Russian Federation.
“As of November 30, 2020, the amount of personal income tax received by the budgets of the constituent entities of the Russian Federation in the form of a fixed advance payment for foreign citizens’ employment on the basis of patents totaled 43.5 billion rubles,” the ministry said.
Over the entire 2018, 57 billion rubles were received from foreigners working on patents.
At the same time, in 2020, against the background of the coronavirus infection pandemic in Russia, the number of labor migrants decreased. So. for 11 months, according to the Ministry of Internal Affairs, just over 1 million patents were issued. For comparison, over 1.7 million migrants were granted patents for work in the entire 2019.
The ministry added that in 2020 the number of foreign citizens registered in Russia for migration decreased by half – from 19.5 million to 9.8 million.
A labor patent grants foreign citizens the right to work for Russian legal entities or individual entrepreneurs. It is issued for up to 12 months and can be extended for another year.
On September 14, 2020, the Russian Ministry of Internal Affairs proposed to introduce an advance tax for labor migrants, as well as to legislate the terms of employment of foreigners.
Earlier, on August 3, the Deputy Chairman of the Russian Security Council Dmitry Medvedev said that the expert community is discussing the possibility of complicating the procedure for granting migrants the right to work in Russia, for example, changing the procedure for the entry of labor migrants into our country.
In early June, the Ministry of Internal Affairs of Russia announced the development of a new legal regime for the long-term stay of foreigners in the Russian Federation.
