The Ministry of Construction has agreed on a measure to exempt from the accrual of penalties for non-payment of housing and communal services for citizens who are subject to partial mobilization. This is stated in a letter from the ministry to the State Duma Committee (DG) on construction and housing and communal services. On September 26, Izvestia got acquainted with a copy of the document.
“The Ministry of Construction and Housing and Communal Services of the Russian Federation considered the draft norm in the federal law of March 14, 2022 No. 58-FZ “On Amendments to Certain Legislative Acts of the Russian Federation” on exemption from the accrual of fines for citizens who have entered into a contract for military service in connection with a call for military service for mobilization, and, within the competence, reports on its approval, ”the letter follows.
As Izvestia wrote earlier, the State Duma proposed to introduce a moratorium on the accrual of penalties for paying housing and communal services for citizens participating in a special operation to protect Donbass, both on a voluntary basis and as part of a partial mobilization announced by a presidential decree of September 21. Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Public Utilities from the United Russia faction, sent such an initiative to the Prime Minister of the Russian Federation Mikhail Mishustin.
On Friday, September 23, it became known that tariffs for housing and communal services from December 1, 2022 will be raised by 9% on average across the country. The government postpones their indexation from July 1, 2023, the Ministry of Economic Development reported.
Izvestia sent a request to the Ministry of Construction.
On September 21, Russian President Vladimir Putin announced the start of partial mobilization. The Russian leader emphasized that such a measure is necessary to protect Russia, its sovereignty, territorial integrity and ensure the safety of citizens.
The special operation to protect Donbass, the beginning of which the Russian leader announced on February 24, continues. The decision to hold it was made against the background of the aggravation of the situation in the region.
