It will apply a ‘Special Surveillance Program’ in the area of the aqueduct, and focuses on the Campo de Cartagena and irrigation control
The volume of water transferred from the Tagus for irrigation in the Levante will also be subject to a certain extent to compliance with the protection measures for the Mar Menor, which includes restrictions on crops; to the elimination of illegal irrigation; compliance with the precautionary measures to preserve the Quaternary aquifer, and the application of the Framework of Priority Actions of the Ministry. The Ministry will launch a ‘Special Surveillance Program’ in the basins receiving the transfer, in the area of the Tajo-Segura aqueduct, where it has specifically included the monitoring of the actions in the Mar Menor and in the Campo de Cartagena, as one of the main receiving areas of the Transfer, according to the document to which LA VERDAD has had access.
The Ministry also highlights the “insufficient” purification and sanitation of wastewater in Madrid and its metropolitan area. This plan will be submitted on the 29th for approval by the National Water Council. The Ministry has included the complete batch of its actions in the Segura basin, including the expansion of the desalination plants and the price of water and energy.
In this sense, it places duties on the receiving basins (Guadiana, Júcar; Segura and Cuencas Mediterráneas), where in addition to carrying out a control of the volumes transferred, the Special Program includes the monitoring, assessment and impact of the derivations for the supply urban and to improve the state of the Tables of Daimiel; the monitoring of natural contributions in the Segura basin; the result of the inspection plan for irrigated areas and supply cuts in irrigation without rights; and monitoring of the implementation and results of the program of measures to be implemented to achieve good status in the Campo de Cartagena groundwater mass.
It also includes the application of the Framework of Priority Actions in the Mar Menor basin in relation to the use of resources in its environment; as well as the investment plan for the expansion of the desalination plants, construction of photovoltaic plants and the connection of the facilities. Likewise, there will be a monitoring of the framework of energy prices and the measures to increase the reuse of reclaimed water and finally the analysis of the resulting rates for both supply and irrigation.
The Ministry argues that the Special Surveillance Program has as its objective “to ensure the achievement of environmental objectives in the water bodies in the implicated demarcations and to guarantee the satisfaction of the demands and the sustainability of the exploitations dependent on the transfers from the headwaters of the Block”.
Purification in Madrid
He explains that the planning studies “draw attention to different weaknesses that jeopardize the achievement of the hydrological planning objectives in both the source and receiving demarcations and that are related to a greater or lesser extent with the ATS: poor condition in the surface water masses of the Tagus River between the Entrepeñas and Buendía reservoirs and the Azután reservoir; poor state of the surface water mass of the Mar Menor, poor state of the Campo de Cartagena underground mass; unsustainable use of surface resources in the traditional irrigation of the Tagus and Jarama; insufficient purification and sanitation of wastewater from Madrid and its metropolitan area; and lack of guarantee in irrigation dependent on the ATS».
