Víctor Marín will detail his planning next week so that the textbooks reach all students up to the fourth year of ESO
The students of the Region who study from the third year of Primary to the fourth year of ESO (all compulsory education except for the first two years of Primary) will have free textbooks next year. It was confirmed yesterday by the Minister of Education, Víctor Marín, after the regional government had promised to extend its free plan in the presentation of the Budgets in the Regional Assembly last November. The item reserved in the accounts for the next financial year for this purpose exceeds 15 million euros. Marín did not detail the plan yesterday, which will be finalized next week, but he did say that the model will be similar to the one deployed so far, based on the book loan system, which is owned by the regional Administration and is reused for four years.
The free textbook plan should have been implemented in all courses this year (students up to the second year of ESO currently have a book voucher), but it has suffered several delays and modifications since its inception in 2018, five years ago. According to the initial plan, this course ‘had to’ include third-year Secondary students and it was not done, nor was the renewal of the textbooks for two Primary years to adapt them to the new Lomloe curricula. The previous Minister of Education, Mabel Campuzano, decided not to update the textbooks for the fifth year of Primary School and the first year of ESO based on the contents of the Lomloe because she considered it an unnecessary expense since the useful life of the previous ones had not ended. . Campuzano also wanted to demonstrate her rejection of the contents of the Lomloe, which this academic year has only come into force in odd courses.
The former counselor was in any case clear during the presentation of the budget for the Education area for this year, and remarked that during 2023 “we will achieve the full implementation of the Law on Free Books, which will go from 3rd grade to 4th grade of ESO, and In addition, we will cover 1st and 2nd grades of Primary with aid for those materials that, by their nature, must be renewed every year”, he said. Although the book bank program was proposed with a progressive implementation calendar that ended this course, the plan has been complied with with variations (in the amounts, adding new groups…), and during the pandemic it was agreed to delay its arrival to various courses.
The system implemented in the Region is based on the loan of the manuals, which are the property of the Autonomous Community, for four years. After that time, the books are renewed – the purchase is made through a book voucher for families – and they are used again for four more years.
