The Speaker of the Libyan House of Representatives, in a speech before the fourth conference of the Arab Parliament in Cairo, referred to the “extreme frustration” due to the failure to organize the elections on their due date last December, stressing that the reason for this is the failure of the bodies entrusted with creating a security and social climate to achieve national reconciliation and complete the elections process.
Movements inside Libya about mending the rift and trying to get out of the state of uncertainty, coinciding with international and African activity on the Libyan crisis, experts described as the last attempt to save the situation and preserve the political track.
From Cairo to Brussels
The President of the Libyan Presidential Council, Mohamed Al-Manfi, held talks in the Belgian capital, during the past days, on the sidelines of the African-European Summit in the Belgian capital, Brussels.
The meetings focused on the importance of consensus on the date of the presidential and parliamentary elections and the exit of mercenaries from the country. Here, Member of Parliament, Saleh Qelma, says that the bet now is on the Libyan-Libyan solution, not on the outside.
The member of the House of Representatives added, in his statements to “Sky News Arabia”, that Africa is absent from the Libyan scene and there is no bet regarding the role of the African Union or its institutions to resolve the crisis.
Saleh Qelma explained that by following all African summits or joint with Europe, Libya only gains data from them, hoping that the international momentum will have an effective role in resolving the country’s crisis.
In the context of the meetings held by the exile, the meeting was with Egyptian President Abdel Fattah El-Sisi, where the two sides stressed the need for consensus and reaching a specific date for the presidential and parliamentary elections, in addition to the need for all mercenaries and foreign forces to leave the country.
For his part, political researcher Idris Hamid said that the mercenaries’ file is the most complex in the country’s crisis, and it will not be resolved without the presence of a strong government that has a real will to end this file.
In an interview with “Sky News Arabia”, political researcher Idris Hamid praised the efforts of the “5 + 5” joint military committee in the file of mercenaries’ exit and ending the presence of foreign forces, which is a real obstacle to reaching any political settlement.
The situation inside is a tug of war
On the internal situation in the country, the Speaker of Parliament said during his speech at the fourth conference of the Arab Parliament, that everyone feels frustrated as a result of the failure to reach presidential elections, and attributed the reason for this to the National Unity Government headed by Abdel Hamid Dabaiba, from which Parliament withdrew confidence and assigned Fathi Bashagha to form a government New management transition.
Aqeela added that the House of Representatives formed a parliamentary committee that completed its work by drawing up a road map within the framework of a Libyan-Libyan consensus for the first time since the beginning of the conflict. Controversial constitution.
In light of the tension, Dabaiba announced a few days ago the formation of a committee and the drafting of an election law, in a move described by the High Electoral Commission as “illegal”, as a member of the Abu Bakr Marda commission confirmed that the commission is waiting for what it receives from the legislative authorities only represented in Parliament. .
In the same context, Libyan political researcher Rashwan Al-Shawaf said that there is a state of anticipation for the next step and the announcement of the names of the new government, which he described as welcome in political circles and the street as well.
Political researcher Rashwan Al-Shawaf added, during his statements to “Sky News Arabia”, that Dabaiba’s announcement of the formation of a ministerial committee, at a time when Bashagha began his consultations to form his government before presenting it to Parliament to gain its confidence, is a maneuver to disrupt the process of handing over power.
He explained that the decision to withdraw confidence from the government and form a new one is viewed positively by the street to resolve the crisis situation and move towards a new and binding date for the presidential and parliamentary elections. He continued, “The presence of a prime minister who is not a candidate for the presidential elections gives credibility and real intention towards consensus for the success of the elections in a transparent and fair manner.”
