In particular, he drew attention to the so-called “traffic junk fine”. The lawyer explained that since January, the Code of Administrative Violations (CAO) has a new norm “Violations of the requirements in the field of landscaping, committed using vehicles”, from now on leaving dismantled or abandoned cars will entail a warning or a fine from 1 to 3 thousand rubles.
At the same time, it is clarified that dismantled vehicles are vehicles that lack one or more body parts, from the gas tank cap or glass to the door or hood. Also, cars without external lights, wheels, tires, as well as burned-out cars can fall into this category.
Other innovations include car washing in prohibited places (a fine of up to 2 thousand rubles). For driving or stopping on lawns, a fine is from 1.5 to 4 thousand rubles, and for stopping, parking and travel on children’s playgrounds and sports grounds – from 2 to 5 thousand rubles.
One of the most severe new fines was the article on refusal to undergo a medical examination if there is a minor in the cabin. In this case, the driver can part with 50 thousand rubles and lose his license for up to three years.
Earlier in January it became known that the draft of the new Code of Administrative Offenses was going to be supplemented with norms that would make the sanctions for drivers who violated the rules tougher. In the latest version of the bill, it is proposed to take away the driver’s license for a period of up to one and a half years, if he has committed three gross traffic violations during the year. For example, I drove through a red light, drove into the oncoming lane, exceeded the speed by 60 kilometers per hour. These three violations will not include those that were recorded by road surveillance cameras.
On January 21, State Duma deputy Ivan Sukharev proposed to increase the discount period for payment of a fine for traffic violations from 20 to 40 days. The lawmaker noted that the discount on the fine increased their collection rate, and also helped citizens save money. However, the difficult economic situation in connection with the coronavirus makes it difficult to pay for traffic violations. He stressed that the current term includes both the delivery of a letter with a decision on the fine by mail, and its payment.
