Vasily Danilov, a leading lawyer at the Eurasian Law Company Senator Plus, warned Russians about fines of up to 50,000 rubles for glazing a balcony from March 1, 2022. He explained to the agency “Prime”that fines existed before, but now they apply to companies as well.
The lawyer recalled that the Russians can also be forced to dismantle what was built, but such measures are used only in special cases.
“Homeowners need to obtain a special permit from the architectural inspection for the redevelopment of the balcony in order to make sure about the possibility of changes, which is assumed by the house construction project,” Danilov specified.
The specialist explained that, first of all, it is forbidden to engage in independent sheathing or glazing of a balcony for everyone who rents housing, regardless of its legal status. He called obtaining permission the prerogative of the owner of the apartment. However, the new rules are not retroactive, so tenants and owners who already have glazing should not worry.

“But the question arises how the supervisory authorities will establish the prescription of this glazing and cladding. For violations of the above rules, a fine of five thousand rubles is provided with the dismantling of a structure that does not meet architectural requirements, ”Danilov explained.
In December last year, the Ministry of Construction reported that from March 1, 2022, Russia would be fined for unauthorized sheathing or glazing of a balcony. It was about the amount of five thousand rubles. In this way, the authorities decided to deal with the redevelopment of residential premises.
