The mayor rules out giving up the municipal plot of La Manga agreed with the Community, after verifying that it is affected by the urban moratorium
Just two days after defending the project to build a multipurpose center on a municipal plot located in Monte Blanco before neighbors, businessmen and ecologists, after the mayor publicly maintained that it was “technically compatible” with the protection of the Mar Menor, the government Local backed down yesterday and ruled out placing it on that site in La Manga. The review of the file by the Urban Planning technicians, expressly commissioned by Noelia Arroyo, led to the verification that the plot is affected by the urban moratorium imposed by the regional law for the recovery and protection of the lagoon and that, therefore, it is forbidden to build on it.
The most immediate consequence of this mess is that the City Council has suspended the signing of the collaboration agreement necessary for the Autonomous Community to raise the building. In order not to lose an investment of 1.9 million, which the regional government intends to finance 80% by European funds, the Consistory is looking for alternative land not only in the La Manga area that belongs to the municipality of Cartagena, the first 5 kilometers , but also in San Javier, of 16.
Arroyo’s announcement about Monte Blanco unleashed a barrage of criticism against the local authorities for not having paralyzed the project for environmental reasons, as various parties and citizen organizations had been asking since July, and to do so after a legal skid. Added to this was the Community’s disgust for what happened, since this work was announced in June in Cartagena together with Arroyo by the regional president, Fernando López Miras, and just two weeks ago the Minister of Development, José Ramón Díez de Revenga , took the proposal to sign the agreement to the Autonomous Government Council. The management of this matter in the Urban Planning area, led by the deputy mayor, Ana Belén Castejón, also caused surprise within the local Executive, which in recent weeks has been recalling that the project dates from the previous legislature, when the now Mayor not attached was in the mayoralty for the PSOE. Neither in Urban Planning did they publicly clarify at this time why Monte Blanco left out of their recent consultations with Fomento about the impact of the lagoon law on different plots where it is planned to build 1,300 homes.
The reports requested by the councilor to Urbanism in the face of pressure from neighbors, environmentalists and parties bring to light a legal problem
Controversy over other areas
Precisely, the response of the Ministry, which has left in the hands of the City the concession or not of the building license in these controversial areas, led the local government last week to propose to the Ministry for the Ecological Transition to buy the land of El La Manga Nursery and avoid the construction of some 700 homes. It will also request a report from the Legal Council of the Region of Murcia about the viability of this urban plan and four others.
In the case of Monte Blanco, the picture is clear. It cannot be built, because “the unit of action in which the plot is registered has not approved the urbanization project. Therefore, it is affected by the license suspension established in the norm approved by the Regional Assembly last year, “explained municipal sources. And they added that Arroyo “has asked the technicians to analyze all the options” for the location of the premises, “both in the areas of Cartagena and San Javier”, and that his intention is “to share all the options with the neighbors in a a new meeting that will take place before fifteen days ». The meeting was to be this Thursday.
Including the part of San Javier
“According to urban reports, the action unit to which the plot belongs had approved an urbanization project adjusted to the General Urban Planning Plan revised in 2012. But the cancellation of this [en la actualidad rige el de 1987] leave the plot without the necessary project for its urbanization “, they specified in the Consistory. And they showed their confidence in being able to soon resume the signing of the agreement with Fomento to provide the area with a center for social, tourist and business revitalization.
The discard of Monte Blanco came two days after a protest in this sandy area by neighbors and ecologists and a few hours after the collection of 600 signatures against the project by the Association of Southeast Naturalists (ANSE), in the form of emails addressed to Arroyo and Díez de Revenga. The MC, United Podemos and PSOE parties also opposed this location, seeing it incompatible with the recovery of the coast.
Arroyo: «We were not going to impose the location against the neighbors»
«I already said that this government was not going to impose a location that was against the neighbors. And the meeting that we were going to hold was to explain the conditions under which the project was planned, ”the mayor said yesterday. And he added that “the technical conclusions”, an allusion to the legal impossibility of building on the municipal plot of Monte Blanco offered to the Autonomous Community, “do not change that commitment.” For this reason, concluded Noelia Arroyo, “we are going to analyze other locations and ask the neighbors about them, to make the final decision with them.”
