Naughty Dog has published Grounded 2: Making The Last of Us Part 2, in which various background stories about the game's development are revealed. In it, the game's director Neil Druckmann talks about starting the project and how there were difficulties with Uncharted 4.
Druckmann was in fact in the middle of the conceptualization phase of the game when unfortunately Uncharted 4 needed to have the whole team working, according to Druckmann. Emilia Schatz, principal game designer, says that Naughty Dog doesn't make multiple games at the same time: it works entirely on one game, then moves on to another once it's finished. Schatz recalls how, when Uncharted 4 was coming “to the end”, practically everyone at the studio focused on the game led by Nathan Drake to complete it.
Druckmann insisted that before fully moving on to Uncharted 4 wanted to have a trailer ready for The Last of Us Part II. “During the entire production of Uncharted 4, I couldn't think of anything else.”
“I had a lot invested in Uncharted 4, but the day we finished with Uncharted 4, I went right back to that trailer to wrap things up,” Druckmann continued. After completing the motion capture of the trailer, the director talked about I even had nightmares that it might leak ahead of time, such was his investment and attention to the trailer.

In it we see Ellie playing a guitar and singing a song about revenge: it represents the themes of the game, but this scene is not present in the game. This is just a concept that was used to confirm that The Last of Us Part II was in development.
The trailer is from 2016, while The Last of Us Part II wasn't released until 2020.
Again through the documentary we discovered that The Last of Us Part II was initially inspired by Bloodborne and the open world.
