He wrote in an article for Rossiyskaya Gazeta that the measures introduced against the background of the coronavirus pandemic could invade the sphere of human rights and freedoms. This risk often arises from terrorist threats, pandemics, environmental and socio-economic crises.
Zorkin also noted that human rights and freedoms, in accordance with Article 55 of the Constitution of the Russian Federation, can be limited by federal law only to the extent necessary to protect the Constitution, health and human rights.
