About to turn a year old, the Executive of Pere Aragonès has not managed to sign the peace between Esquerra and Junts
The Catalan independence movement is not going through a good moment. It is divided, at historical lows in social support in the polls and lacks a strategy to reactivate the ‘procés’. However, the regional government continues to maintain the mortar that allows the marriage of convenience formed between ERC and Junts not to break. for now
The government pact was for two years, they haven’t even been one and they already show signs of the end of the cycle. The former Convergència and Esquerra began to govern together in 2015. Since then they have tried different formulas, depending on the electoral result. ERC regained the presidency of the Generalitat in 2021 40 years later. “The advisers of one or the other party do not speak to each other and their internal problems paralyze the administration,” say sources from the PSC, the first opposition party and winner of last year’s regional elections. ERC did not dare to seek alternative allies to the independence movement to form a government, but it is no longer ruled out for the future.
Esquerra and Junts have inflamed their internal crisis, after Gabriel Rufián’s onslaught against his partners on account of contacts between Puigdemont’s entourage and the Kremlin to seek support for independence. They have called everything. That is not new. Yes it is that they have done it in public, without hiding their personal hatred. Rufián was commissioned by his party to distance himself from the Russian route opened by Puigdemont and he braked too much. He was an appetizer of what is to come: the legal cases that affect Laura Borràs and Carles Puigdemont, the first swords of Junts, threaten the stability of the legislature.
Parliamentary sources predict that the bomb of the president of the Parliament may explode before Easter. As soon as the judge opens an oral trial for four crimes related to corruption from her time as director of the Institution of Catalan Letters, the nationalist leader will have to decide whether to respect an article of the Catalan Chamber’s regulations, which establishes that every deputy prosecuted for corruption must lose his rights as a parliamentarian, or he skips it. All the opposition has already asked him to stop. The question is what ERC will do. “She wants to continue no matter what happens,” parliamentary sources point out. “The hot potato is for Esquerra, which is making a flag of 90 years without any case of corruption,” they add.
In ERC they do not let go of pledge and it will be necessary to see to what extent Junts is willing to defend Borràs whoever falls or prioritizes the continuity of the Government. The president of the Parliament aspires to the leadership of the nationalist formation, but she has internal enemies in the current post-convergence leadership. The mess is so great within the training that the leadership does not dare to convene the congress that is pending.

Then there is the Puigdemont case. The hearing on the preliminary ruling that magistrate Pablo Llarena raised to the Court of Justice of the European Union to find out the reasons why a euroorder can be rejected will be held on April 5. In two months there may be a resolution on the extraditions. The same time could take the General Court of the European Union to resolve the case on the immunity of the former president. His environment has been warning for months that if both lawsuits are favorable for the former president, he will try to return to Catalonia. Puigdemont dreams of a return between large demonstrations in the street and would force elections to capitalize on what Torra called a new ‘momentum’.
And between Borràs and Puigdemont, there is the dialogue table, which does not advance, but was called to be the subject of the Aragonès legislature (until the war broke out in Ukraine). ERC and Junts have collided throughout the Republican’s first term on sectoral issues, such as the expansion of the airport or the candidacy for the 2030 Olympic Games, and also on the sovereignist strategy. Those of Puigdemont do not recognize the dialogue table and continue not to accept it to the point of not participating, according to Republican sources. The sit-in of those of Puigdemont at the first meeting, led by Sánchez and Aragonès in September, already left the Government very touched. The seams were found to be poorly sewn. “We will not allow a second absence,” the Republicans said then. In ERC they trust that the second meeting will be held before May, so the clash is just around the corner.
