The regulation, which came in six chapters, included the mechanisms for implementing the decision in clear images, and the third article of the first chapter related to the general framework stipulated defining five declared objectives for the regulation, which included instilling loyalty and national belonging, expanding the base of competitive sports for all sports, refining and releasing energies and capabilities And the creations of athletes from those categories, and building an integrated system that defines legal and administrative provisions and controls, and defining registration policies and procedures. To register the covered categories, in accordance with the regulations and controls approved by the Authority.
The regulation, regarding determining the numbers of registration and registration, stipulated that players from the category of children of female citizens and holders of state passports should be treated as a citizen player.
