The real estate company of the husband of a PP representative in Congress has applied alone to win a ‘super contract’ for 221 public protection homes (VPP) from the Valencia City Council in, among other areas, one of the southern neighborhoods of the city devastated by the catastrophic DANA on October 29. This is the SFI Consulting firm, owned by businessman Javier Timoner Lloret, husband of deputy Alma Alfonso Silvestre, who is part of the board of directors and the executive committee of the PP of Valencia, both chaired by the popular mayor María José Catalá. The award, through an open procedure, would grant the company the surface right to build a total of 221 public housing units on four municipally owned plots.
Alma Alfonso, in addition to being a deputy in Congress, heads the executive secretary of Economy, SMEs and the Self-Employed of the PP of Valencia. She is also a member, as deputy secretary of Employment, Entrepreneurship and Infrastructure and secretary of the self-employed, of the autonomous executive committee of the Valencian PP, chaired by Carlos Mazón.
On her social networks, the parliamentarian exposes her closeness to the Catalá team at official events in Valencia (she attended with her husband the recent wedding of the popular councilor Juan Carlos Caballero, officiated by the mayor).
The deputy intervened in Congress on November 13 to criticize the PSOE after the attack on Pedro Sánchez during the official visit led by the kings (which was also attended by the Valencian president Carlos Mazón) to Paiporta, a town devastated by the DANA. “We condemn violence, but we cannot criminalize people who are going through one of the worst moments in life, and we cannot confuse desperate citizens with organized criminals,” said Alma Alfonso.
A “transparent and public process”, according to the city council
If the real estate company were awarded the contract, it would assume all the costs of the construction of the 221 apartments and would manage them directly for 65 years as public housing under an affordable rental regime, with the possibility of an extension for another 10 years. Once the only proposal has been presented, the municipal technicians must assess that the offer from Javier Timoner’s real estate agency meets all the requirements demanded in the bidding documents, such as technical and economic solvency, to continue with the processing of the award.
The contract, according to the technical specifications, includes three plots in the Nou Moles neighborhood of the Olivereta district, with a total area of 3,327 square meters, and a fourth plot—R-15, of 1,728 square meters— in the La Torre sector of Poblados del Sur. The La Torre neighborhood, located on the other side of the new channel of the Túria, was completely devastated by DANA.
The deadline for submitting offers ended on November 12 and, as municipal sources confirm to elDiario.es, only Javier Timoner’s real estate company applied. It is a “transparent and public process” to which “whoever wants to” has applied, the same sources add. This newspaper has tried to ask the deputy through the PP press office in Congress, which refers “to the Valencia City Council.”
The feasibility study, commissioned by a “commission agent”
On the Nou Moles plots, the contract includes the construction of three buildings of up to seven floors, with an attic. In the Sociópolis neighborhood, in La Torre, the company will build, if it is finally awarded, a 20-story tower with 95 homes. The execution period of the works is three years.
The economic feasibility study, commissioned by the Valencia City Council to the company Raizde3 SL, estimates income for the successful bidder of 315 million euros from the rental of homes, garages and storage rooms (155 million after taxes) and an investment to be made. in the construction of 82 million homes, as reported by the newspaper Lift-EMV. The contract has an estimated value of 413.5 million euros.
Raizde3 SL, in charge of the calculations, has as its corporate purpose, in addition to construction, “acting as a commission agent and intermediary”, as indicated by the data consulted in the Commercial Registry. On September 12, the municipal group of the PSPV-PSOE already criticized the Valencia City Council’s assignment to the company. “It has handed over the urban management of the city of Valencia directly to speculators so that they can do business as they please,” denounced the socialist spokesperson, Borja Sanjuán.
A contract designed without a provisional guarantee
The list of administrative clauses for the transfer of public plots does not require the company to provide a provisional guarantee, only a definitive one (once the award agreement has been adopted and prior to the formalization of the contract) of three percent of the total execution budget. material and another three percent of the value of the plots, the latter calculated by municipal technicians at 196,196 euros.
The first definitive guarantee will be returned when the guarantee period for the work is fulfilled (one year from the signing of the receipt of the works) while the second returns to the hands of the company once the surface right is completed or extinguished.
A businessman from Lubasa
SFI Consulting, the only company that has applied for the contract, is owned by the real estate developer Meliana Strategy SL, whose shareholding is held by Javier Timoner, who also appears as sole administrator. This last company, according to its latest accounts filed with the Commercial Registry, declares assets of 6.5 million euros and reports profits in 2023 of 366,437 euros.
The developer, founded in 2009 and also linked to the real estate asset allocations of Sareb, the so-called ‘bad bank’, just as published The Confidentialhas managed real estate assets worth more than 500 million euros and marketed more than 4,000 homes throughout Spain.
Javier Timoner began his professional career as general director of Lubasa Inmobiliaria, a subsidiary of the well-known construction company founded by Luis Batalla, where he worked between 1996 and 2009, according to his Linkedin profile. The businessman has not answered calls from this newspaper.
