The call “Plan C” of President Andrés Manuel López Obrador includes a series of Amendments to the Political Constitution of Mexico, the same ones that with the majority that Morena and its allies have, will be able to move forward and be approved, and then after their publication in the Official Gazette of the Federation, come into force.
One of the many reforms is the one that will modify Article 123 of the Political Constitutionwhose purpose is to establish by law that the increases in general or professional minimum wages to be paid in Mexico, can never be below inflation.
This discussion is expected to take place this week.. This is a topic that has been discussed and even a few months ago a ruling was issued to establish that the annual setting of general or professional minimum wages should never be below inflation, otherwise, These would gradually lose their purchasing power due to the high cost of products and services..
It is also intended that it be established in the Constitution that The minimum wage may not be used as an index, unit, base, measure or reference for purposes other than its nature. This is important, because in previous decades, the minimum wage was the criterion for establishing fines, obligations with the government and even housing loans with Infonavit.
The intention of this type of initiatives is to prevent the scenarios experienced by workers in the decades of the 80s, 90s and 2000swhen Minimum wages remained stagnant for decadeswhich generated a sustained loss of workers’ purchasing power.
With this modification to Article 123 of the Political Constitution, we would seek that salaries do not lose their purchasing power over the years as it is always set above the current inflation of each year.
With the adjustments of the previous legislature, this initiative was “planned” to be approved before the end of the year, even, It could happen before October 1stwhich ends the six-year term of President Andrés Manuel López Obrador.
Among the arguments for approving this initiative, The precedent is what happened in the country in previous decades with the loss of purchasing power of workers’ wages.
As an example of this pulverization of the minimum wage, In 1980, you could buy 50 kilos of tortilla a day.while in 2018 the salary of a day It was barely enough to buy five kilos.
The loss of purchasing power of wages was around 70 percent. in more than three decades, a situation that is sought to be prevented by establishing that salary updates can never be below inflation.
