On November 12, bills were introduced to the State Duma on the introduction of QR codes for Russians over 18 years old, they were developed against the background of the deterioration in many regions of the situation with the spread of coronavirus.
In particular, Russians may be required to present a QR code on vaccination, a document on the transferred COVID-19 or a medical withdrawal from vaccination when visiting all public places, cafes and restaurants, as well as when visiting any public events. The lists of such places will be established by the heads of regions.
When checking QR codes, passport verification will become mandatory. If you refuse to present a document, the visitor may not be allowed in even if there is a QR code. The bill will not affect the work of pharmacies, grocery retail and stores with essential goods.
Also, a QR code system will appear on air and rail transport. It will be possible to get on planes and trains in Russia only with a QR code. You will have to show it when buying a ticket.
An alternative to the introduction of a new bill, according to Senator, Honored Doctor of Russia Vladimir Krugly, may be a complete lockdown. The Federation Council expressed the hope that the parliament will approve the document by the end of 2021.
Russians who have asymptomatically recovered from coronavirus will be able to receive QR codes if they have a positive PCR test, said Dmitry Khubezov, chairman of the State Duma Committee on Health Protection.
Anatoly Altshtein, a researcher at the Gamaleya Research Center for Epidemiology and Microbiology, disagrees with this position. In his opinion, such citizens need to be vaccinated, like all other people without medical contraindications, because, according to the doctor, they have a weak specific immune response to the coronavirus. In addition, the epidemiologist is confident that in the case when a person asymptomatically suffered a coronavirus, and then got vaccinated, he will receive stronger immunity.
Russians with a medical lead from vaccination against COVID-19 will be added to a separate database. According to the order of the Ministry of Health, health workers will have to enter information about people with contraindications for vaccination against COVID-19 in a special database. It is noted that each of the five vaccines registered in Russia has its own list of contraindications.
According to a specialist in especially dangerous infections, an immunologist, doctor of medical sciences Vladislav Zhemchugov, the only reason for issuing a medical withdrawal from vaccination against COVID-19 is an unwanted severe reaction to a specific drug.
The immunologist urged Russians with chronic diseases to be vaccinated in the first place, since the infection poses the greatest danger to them.
Deputy Head of the Ministry of Transport Kirill Bogdanov said that checking QR codes for aircraft passengers will be introduced in Russia no later than February. However, starting from December 1 in the first Russian region – the Khabarovsk Territory – QR codes will be introduced on domestic airlines. This decision was made by the local headquarters, without waiting for federal orders. According to the innovations, domestic flights within the region will be possible only for citizens with valid QR codes.
On November 17, mandatory QR codes were introduced for access by official representatives of the Russian government who come to meetings in the State Duma.
