The Russian government has developed two bills that will determine the procedure for introducing QR codes in public places and transport. We are talking about confirming the immunization of citizens when visiting, for example, cafes and restaurants, as well as when boarding a train or plane. About it writes RBC with reference to a source who participated in the preparation of the document, as well as a source in the Cabinet.
One of the sources of the publication clarified that this measure is urgent and is due to the worsening epidemiological situation in the country. It will be valid until June 2022. The amendments are planned to be introduced into the law “On the sanitary and epidemiological welfare of the population.”
The details of the new norms will be entrusted to the regions, the publication specifies. Thus, the authorities decided to provide people with access to cultural events, catering establishments, retail outlets and other organizations using a QR code indicating that a person has been vaccinated, has had a coronavirus or has a medical certificate and a negative PCR test. … The specific objects that can be visited by the code will also set the regions.
According to the source, until February 1, 2022, it will be possible to present a negative PCR test instead of a QR code. However, from February 1, it will operate only with a certificate of a medical withdrawal.
It also clarifies that the restrictions will not apply to public transport, grocery stores and retail outlets with essential goods.
Separately, the procedure for visiting public places by foreigners vaccinated with foreign vaccines will be established. The standards for them will be set by the chief sanitary doctor, RBC reports.
Earlier, Kremlin spokesman Dmitry Peskov said that the complete cancellation of QR codes and other restrictions imposed due to the situation with the coronavirus pandemic in the country is possible only after the end of the pandemic, and not upon reaching herd immunity.
QR codes were introduced in Russia in order to contain the spread of coronavirus infection. The head of the Ministry of Health, Mikhail Murashko, said that their use during a pandemic has shown high efficiency. He noted that the introduction of digital passes around the world is helping citizens decide whether to vaccinate against COVID-19.
