Billionaire Semin, co-owner of a shopping center that burned down in Kazan, was put on the international wanted list
The former co-owner of the shopping center “Admiral”, a fire in which in 2015 claimed the lives of 17 people, billionaire Alexei Semin, was put on the international wanted list. This is reported by the Investigative Committee of Russia (TFR) for the Republic of Tatarstan.
According to the investigation, Aleksey Semin was charged in absentia with damage to objects of cultural heritage of the peoples of the Russian Federation; the maximum punishment under the sane article is a fine of up to three million rubles or up to three years in prison. According to the information available to the investigation, the last location of Semin was the French Republic.
Alexei Semin, Chairman of the Board of Directors of AS Management Management Company and owner of the Admiral shopping mall, was arrested in absentia back in April 2015: this decision was made by the Sovetsky District Court of Kazan. At that time, criminal cases were opened against Semin under the articles “Violation of fire safety requirements”, “Abuse of authority”, “Provision of services that do not meet safety requirements” of the Criminal Code of the Russian Federation. However, later the investigation concluded that there was no objective data indicating a direct causal relationship between Semin’s actions and the consequences that followed. Semin had nothing to do with the decision to transfer the production facilities of the Hammer and Sickle plant to a shopping complex and then lease it out. The criminal prosecution against the defendant under a number of articles of the Criminal Code of the Russian Federation was terminated due to his non-involvement in the commission of the crime. This decision was not canceled by the prosecutor’s office of Tatarstan.
The fire in the Kazan shopping center “Admiral” occurred on March 11, 2015, the fire area was 4000 square meters. 19 people died, more than 60 were injured. According to the Investigative Committee, the cause of the fire was that “the building, not intended for use as a shopping center, was operated for a long time without an appropriate permit, with gross violations of fire safety requirements.”
Earlier it was reported that the Kirovsky District Court of the city of Kazan announced the verdict in the case of a fire in the local shopping center “Admiral”, which occurred in March 2015: General Director of the company “Zarya” (the tenant of the shopping center “Admiral”) Gusein Gakhramanov, by court decision, was sentenced to 13 years of general regime.
