Insurers and ITVs come together to help reduce road accidents and protect the environment, and to do so they consider it essential that this measure be implemented.
The Spanish Association of Collaborating Entities of the Administration in the Technical Inspection of Vehicles, AECA-ITV, and the Spanish Union of Insurance and Reinsurance Entities, UNESPAratify their commitment to the collaboration to contribute to the reduction of road accidents.
According to the data from the Insured Vehicle Information File (FIVA), Nearly 33 million vehicles have mandatory insurance of civil liability. However, data from the Ministry of Industry and Tourism from 2023 shows that ITVs (Spanish vehicle technical inspection stations) carried out nearly 20 million inspections of vehicles whose insurance policy expired that year.
If we take into account that there are approximately 4.3 million vehicles that do not have to undergo the MOT because the deadline to pass their first inspection has not yet been met, It means that almost 9 million vehicles circulate with a valid insurance policy, but without the MOT. These are figures that confirm the non-compliance rate in the ITV, which AECA-ITV estimates currently reaches 32%.
In a recent study by the Carlos III University of Madrid, it is estimated that the ITV saves 723 fatalities each year as well as 13,100 injuries of various degrees; and that prevents at least 15,641 road accidents. If all the vehicles that did not attend mandatory inspections had done so, at least 13,517 road accidents, more than 11,640 injuries and 353 deaths could have been avoided.
Without ITV the insurance is not renewed
In this sense, with the aim of reducing the number of vehicles that circulate without MOT and for insurers to be able to adequately assess the risk associated with each vehicle, Unespa and AECA-ITV consider it essential that the necessary mechanisms be established so that insurers, when contracting, renewing or subrogating the automobile insurance policy, as well as when managing their claims, They can know if the ITV of the vehicle is valid through access to this information in the Vehicle Registry of the General Directorate of Traffic (DGT), in an automatic, agile and free way.
