Ximo Perles (Calp, 1990) is a lawyer and spokesman for Compromís in the Diputación de Alicante. The Anti -Corruption Prosecutor’s Office has opened criminal investigation proceedings after Perla previous mandate.
In this interview with Eldiario.es, Perles describes the alleged irregularities detected by Compromís in the contracting file as well as the current stage in the Diputación chaired by Toni Pérez, popular mayor of Benidorm.
Why did they initially suspected advertising contracts awarded by the Diputación de Alicante?

What relationship does Carlos Mazón maintain with the winning businessman?
There is a whole network of personal relationships: Carlos Mazón; His chief of cabinet in the Diputación de Alicante, Santiago Lumbreras [actual alto cargo en la Presidencia de la Generalitat Valenciana]and the businessman Miguel Quintanilla are close friends, they even had a kind of gastronomic group in which they were periodically and celebrated together the investiture of Mazón as president of the Generalitat.
Do you think that this friendship relationship influences the awards that anti -corruption investigates?
Naturally. We denounced a double fraud. The first is the machination in hiring. The second is that the Quintanilla company uses public money to benefit or harm the newspapers based on their editorial line. This last situation can only occur due to the great harmony among the actors.
What alleged irregularities have detected in the hiring file?
In principle we have detected three irregularities. The first is very technical and difficult to explain; To simplify it we will say that there are deficiencies with regard to the determination of the Base Bidding Budget. The contract is assumed to be based on the general fees of the media, giving the way something that is not so. The media have no obligation to have published general rates. In fact, it is common for rates to change depending on the season, ‘rappers’ are applied [descuentos] and others. Therefore, the first premise on which they are based to determine the economic offer and the bidding base price is not true.
The second is that the UTE contributed as an economic offer a document in which it assured that it had obtained a series of media discounts. After investigating it, it turns out that there are media that did not offer the aforementioned discounts, so this document is false.

Finally, in the tender it was required that the company perform a simulation of an advertising campaign. Well, in the last tender it was requested that they simulate the campaign of the Book Fair, exactly the same exercise that was requested in the previous tender, so that the UTE that ended up being awarded previously had the exercise done and corrected. For people to understand: it is like presenting themselves to an exam having had the questions and answers before.
And in the execution of the contract?
The execution of the contract is a real scandal. There are media that are systematically excluded from the distribution of institutional advertising. Instead, media with much less audience receive money from the Diputación de Alicante in a discriminated manner.
There is a law that requires that the distribution of advertising follow objective criteria. We have asked several times what are the objective criteria that the company follows to distribute advertising and have never been able to respond.
He has lived so much the Mazón stage, when he was Compromís advisor, and Toni Pérez’s current one, in which he is spokeswoman. Do you see any change in the PP line in the Diputación?
Unfortunately not. I expected much more from Toni Pérez. I honestly believe that he is a much more capable and conciliatory person than Mazón, I value him, or valued, as a conservative person of the 21st century capable of managing. Very different from my consideration towards Mazón, which gives me the impression that its claims are exclusively the thirst for power and money.
