Funds of citizens of the Russian Federation on accounts in Russian banks are saved and will always be available. This was announced on Tuesday, March 1, at the Central Bank.
“The funds of all clients on accounts in Russian banks are saved and will always be available. Disabling some banks from SWIFT will not affect this in any way. SWIFT is just a financial messenger used by banks around the world, its shutdown creates inconvenience for the international activities of banks, but does not affect operations within the country, ”the Central Bank said in a Telegram message.
The regulator added that customers of all banks will always be able to deposit, transfer and withdraw money from their accounts.
The day before, the head of the Central Bank, Elvira Nabiullina, said that bank cards of international payment systems continue to work in Russia as usual. According to her, the national system of payment cards processes all domestic traffic on payment cards. Nabiullina also spoke about the alternative to SWIFT in Russia. It can be a financial messaging system (SPFS).
A day earlier it became known that the European Union and the United States agreed to disconnect several Russian banks from SWIFT. The sanctions also affected the operations of the Central Bank, air travel, including transit flights, visa policy and sports.
Western sanctions followed in response to the Russian-led operation to protect the Donbass, the beginning of which Russian President Vladimir Putin announced on February 24. After that, Ukrainian leader Volodymyr Zelensky accused the Russian Federation of imposing martial law throughout the country and severed diplomatic relations with Russia.
The situation in Donbass escalated on February 17, 2022. The DPR and LPR reported heavy shelling by Ukrainian security forces, including from heavy weapons. The republics announced a general mobilization and evacuation of civilians to the territory of Russia. On February 21, the heads of the Donetsk and Lugansk People’s Republics, Denis Pushilin and Leonid Pasechnik, asked Putin to recognize the independence of the republics. The corresponding decrees were signed in the evening of the same day.
