Castejón denounces that the period of allegations “coincides with the vacation season of both the Polytechnic University and the Consistory itself”, for which he demands that the term be extended until “the end of the year”
The City Council of Cartagena will request in the next plenary session the extension of the term of allegations to the new mapping of Preferential Flow Zones (ZFP) published by the Segura Hydrographic Confederation (CHS), as confirmed by municipal sources. This initiative comes after the meeting that took place this Tuesday between the deputy mayor, Ana Belén Castejón, and representatives of the Association of Promoters of the Region of Murcia.
From this association they expressed their concern about the document of new mapping of ZFP, published this same month of June by the CHS. In the next few days, another meeting will be scheduled with the Federation of Neighborhood Associations.
“Today we have started a round of contacts with various agents who have shown us their concern about the social and economic impact that the cartography of the Preferential Flow Zone published by the CHS may have and that, if not modified, seriously conditions the construction of new facilities in certain areas of the municipality, as well as the natural development of Cartagena”, explained the deputy mayor.
As indicated by the Cartagena Consistory, the Regulation of Public Hydraulic Domain (RDPH), in its arts. 9.bis and 9.ter, imposes limitations and prohibitions in the PFE for rural and urbanized land, since, in general, the installation of new schools or health centers, residences for the elderly, or for people with disabilities will not be allowed, sports centers or large shopping centers where there may be large population agglomerations. These limitations have generated “uncertainty” in the business, neighborhood fabric and in the administrations themselves, since they are born “without the necessary consensus for a document of this magnitude,” the motion states.
“The RDPH was approved without a transitory provision that would allow the adaptation of municipal urban planning plans to the new regulations and without taking into account the hydraulic infrastructures that both the State, the Autonomous Community and the City Council have carried out in recent years. , so the document prepared by the CHS does not include the current hydraulic and infrastructure reality, “said Castejón.
“There are areas that it incorporates as preferential flow zones that, after the works, do not have any problem of flooding and, however, as the map prepared does not cover the entire municipal area, there are parts of our municipality that have not been studied, which which generates territorial discrimination that is difficult to accept,” he added.
The City Council of Cartagena, in collaboration with the UPCT, is finalizing a study of the municipality’s flooding that will serve as the basis for submitting allegations to said cartography, since “deficiencies in it that can hinder the normal development of the municipality” are observed. explains the City Council in a statement.
“For all these reasons, we consider that this period of three months is insufficient for the preparation of allegations, due to the technical nature of the work to be carried out, which requires the use of complex computer programs, especially when the period of allegations coincides with the holiday season both of the Polytechnic University as well as of the City Council itself, and that is why we are going to request an extension of it until the end of the year”, Castejón concluded.
