The ILP Mar Menor citizen platform
needs 300,000 signatures in three months to ask the Congress of Deputies for the Mar Menor to have a Legal Personality, and thus have its own rights for its protection, according to sources from this organization in a statement.
“The Mar Menor is suffering one of the largest environmental attacks in Spain, and there is already talk of the crime of ‘ecocide'”, as indicated by the platform, which regretted that “the attacks have become especially visible with the episodes of eutrophication of 2016 and 2019 that covered the sea with a green blanket – the green soup – and planted its beaches with thousands of dying or dead fish ».
A working group of the Legal Clinic of the University of Murcia promoted the ILP Mar Menor, supported by citizens concerned about the serious situation that the largest salt lake in Europe is going through. The Popular Legislative Initiative (ILP) was admitted for processing by the Board of the Congress of Deputies and requires
half a million signatures before October.
From all the social movements that promote the ILP, a call is made to civil society to find where to sign (it cannot be done online) or to be notaries, helping to reach the 300,000 signatures that are missing before October. It has been disseminated on social networks (Twitter, Facebook and Instagram) from where they also appreciate any dissemination.
The director of the Chair of Human Rights and Rights of Nature at the University of Murcia and the main promoter of the idea, Teresa Vicente, recalled that there are already natural spaces in the world with their own rights. The Atrato River in Colombia or the Whanganui River in New Zealand are some examples. With this legal figure,
the Mar Menor would become a subject of law to fulfill a non-profit social objective and in which all citizens will be able to demand before the courts the reparation to those responsible for the damages produced in the lagoon.
On the other hand, the platform clarified that notaries are people who collaborate with the collection of signatures. Everyone
Notaries must have Spanish nationality, be of legal age, be on the electoral roll and have no criminal record. Those interested should send their full name, copy or photo of the DNI, telephone and number of requested documents to email@example.com. The promoters will deliver the sheets to you personally or by mail, noting their serial number at the top of their notary sheet. The goal is to collect half a million signatures by October 2021.
