Everything is for sale. Everything has a price. And everything is part of a great business: the construction and operation of the future City of Justice of Valdebebas for 40 years, which will leave a profit of 231,231,963.64 million in the accounts of the successful bidder, according to the feasibility study of the project prepared by the Government of Isabel Díaz Ayuso. A round business in which the concessionaire will not only receive from the Administration a total of 2,105 million in 40 years in exchange for spending 507 million on the works and maintaining the buildings and paying for cleaning, security or user care services. You will also have 10,000 square meters at your disposal to collect the rent from pharmacies, tobacconists or restaurants that are installed in the infrastructure. And you can operate a car park, a sports center or a nursery school.
“The benefit obtained by the operator will depend on the offer presented, with the reduction it offers in the (annual) rate that the Community of Madrid will bear, and on the income it obtains from the exploitation of the associated uses,” explains a spokesperson for the Department of Justice on all the businesses that the concessionaire may start up. “(The 231 million) would be the maximum profit to be obtained by the successful tenderer provided that the conditions set out in the feasibility study are met and without taking into account the possible cancellation that it offers,” he specifies, opening the expectation that the Community will have to pay less than the between 59 and 69 million per year that the document collects. “(The 231 million) are an estimate required by law, although there are innumerable economic variables that may arise throughout the concession.”
The Government of Madrid knows very well what the cost of these contingencies may be, since the concessional management model has become a budgetary black hole in the region, and a potential problem for the Executives of the future.
This is how the M-45 road was built, which was going to cost 300 million and will exceed 2,000. Thus, seven hospitals were built for which another 2,000 have already been paid. Thus it was possible to circulate the deficit western light rail. And this is how the City of Justice is now being promoted, which would be inaugurated in 2026, and, the Community maintains, will mean savings compared to the current situation (from 72 million to 49 a year for the same services). And the 18 buildings built would become public patrimony at the end of the concession.
Although the Executive assures that the investment will imply an operational risk for whoever assumes it, since competitors may arise in the area (such as a shopping center), or there may be less demand than expected for services, his approach is full of winks to do it attractive: from the income that the concessionaire would obtain from the operation of a nursery, a sports center, the rental of offices, or a parking lot (268 million in the 40 years) to the revaluation of the annual contribution that the Community would make (which according to the feasibility study would go from 49 to 69 million throughout the concession, for a total of more than 2,105, 88.71% of revenues). These are the details.
- A 1,900-space car park: more than three million euros on average per year. This infrastructure would have the advantage for the concessionaire that it could take advantage of the galleries already built for the previous failed projects of the City of Justice. The Community expects it to have 1,900 parking spaces, with a daily rotation of 1,997 users (729,079 per year). The price of the monthly voucher for parking next to the courts? 75 euros. It would represent 6.02% of the income for the winning company, which would achieve 142,880,740.68 million for this concept during the 40 years of the agreement.
- 10,000 square meters to rent to third parties: more than a million. The concessionaire may lease spaces for pharmacies, tobacconists, restaurants … In addition, the possibility of attracting professional associations related to the world of law is estimated. It would be 2.12% of the money that the constructor of the City of Justice would enter, although it is expected that the amount will increase due to the evolution of the market. “Regarding the demand forecast, that is, occupancy, it has been estimated to be 100% because due to the exceptional commercial location that it will have, it is foreseeable that there will always be traders from different sectors interested in establishing themselves in them”, read in the official documentation, which believes that this way, 50,230,604.77 million in income would be achieved throughout the concession.
- Cafeteria on the boulevard: 2,360,541.12. Their menus would range from toast for breakfast (3.57 euros) to rice for lunch (11.49 euros), going through meats (15.61) and fish (13.22), according to a project that also reflects the estimated price of water (1.82), beer (2.27) … To maximize this income, the center would open from Monday to Sunday, and from 07:00 to 23:00, for 363 days a year (all except 24 and 31 December). To this would be added another cafeteria in the building for professional uses, for which an estimated income of 843,981.60 euros per year.
- A sports center with a swimming pool: 2,182,236.96. It is estimated that it would have 5,200 users, and the emphasis is on the courses to be marketed: bodybuilding, aerobics, Tai Chi, zumba, swimming for babies … Therefore, it would have a sports pool, teaching pool or weight room.
- A nursery with 126 children: 515,400 “(Given) the influx of labor personnel from the Administration who will attend the same with ordinary character to exercise their profession, it is necessary to have facilities that allow working life with family life, the respective nursery school service is dimensioned ( private) ”, justifies the Community about a nursery school with 126 places that would open from 8:00 a.m. to 5:00 p.m.
- 150 food and drink machines. half a million euros. The Community bases its calculations on figures from the Spanish National Association of Automatic Distributors, “from the results of which it is extracted that each machine would invoice around 275 euros on a monthly basis.” In total, 150 would be installed throughout the City of Justice, with an average monthly turnover of 3,300.24 euros. This heading represents 0.08% of the benefits that the Community provides for the successful bidder, and would amount to 21,077,087.56 million during the four decades of validity of the concession.
Therefore, in 2060, when a citizen goes to the City of Justice for a court summons, he will be able to park, eat a sandwich, drink a bottle of water and then buy some aspirin. Although Díaz Ayuso is no longer in politics by then, turned into a memory of a remote past, each of these expenses will contribute to face the bill that his Government now generates. However, the Administration’s direct annual contribution to the concessionaire will continue to be the heart and blood of a gigantic urban and financial operation: it represents 88.71% of the expected income.
