The constitution of the body that brings together the central Government with the autonomous communities to coordinate the Recovery and Resilience Mechanism of the European Union has encountered disagreement regarding the regulations that will govern it, that is, regarding the voting system, the distribution of power between the Ministry of Finance and the regional councilors. The minister, María Jesús Montero, proposed that the government system be similar to that of the Fiscal Policy Council, in which the central government has a casting vote. But many autonomous communities, starting with the popular ones, but also some socialist ones, such as Castilla-La Mancha or Valencia, passing through the Basque Country, have demanded greater co-governance.
Although from the popular autonomies there is talk of a “rebellion” against Montero’s proposal, and that it has ended up “down”, from socialist sources in some autonomous communities it is appreciated that the minister said from the outset that her proposal was about a draft subject to discussion. Be that as it may, if the Ministry had a proposed operating regulation for the body, it has not been approved and more time has been given for the autonomous communities to present their allegations. Sources close to the meeting affirm that no autonomy has presented any concrete counterproposal. Finance and the autonomies have summoned to the next meeting of the sectoral conference of the recovery plan to vote on the proposals that are made to modify the draft presented by the minister.
Something in which there seems to be an agreement is that the Spanish Federation of Municipalities and Provinces (FEMP) can participate with voice and vote in an organism that, more than of distribution of funds, is of coordination and establishment of cooperation channels in the implementation of European funds from the Recovery and Resilience Mechanism.
At the meeting it was also stated that the philosophy of the use of funds should not be distributed by territories, but by projects. Therefore, once the voting system is elucidated, the weight of each level of the administration, what will be voted on will be the projects.
