In January, the budgets of Russian regions received 224 billion rubles of personal income taxes (PIT). This result exceeded last year’s figures by almost one and a half times. write Vedomosti, citing the results of a study by the ACRA rating agency.
The leaders in terms of growth were the Bryansk region and the Yamalo-Nenets Autonomous Okrug – plus 157 and 91 percent, respectively. In absolute terms, Moscow (up 66 percent, 79 billion rubles) and St. Petersburg (plus 59 percent, 23 billion) are in first place. The worst growth was in the Belgorod region (plus 6.6 percent, 1.3 billion) and Karachay-Cherkessia (plus 6 percent, 160 million). The decrease was not recorded in any subject of the federation.
At the same time, such a sharp rise is not associated with the effect of a low base, as was the case in April last year. In previous years, in January there was an indicator of personal income tax fees comparable to 2021.
Also, the receipts cannot be explained by increased fees from wealthy citizens, for whom the tax rate for part of their income has increased to 15 percent – these additional amounts go to the federal budget. In addition, the tax on large deposits should go to the budgets only in September, and the January figures do not apply to it.
The Ministry of Finance explained the record growth by the fact that December 2021 turned out to be relatively favorable, and taxes for this month are transferred in December. Rosstat calculated that in January-November, the average monthly salary of employees amounted to 54,588 rubles, which is 9.5 percent higher than in 2020. At the same time, in November, the growth amounted to 12.1 percent (55,639 rubles).

At the same time, the publication notes, fees for other taxes have also increased significantly. For example, the income tax in January in annual terms soared from 32 billion rubles to 65 billion, and the mineral extraction tax (MET) – from 386 billion to 728. However, in these cases we are talking about the effect of a low base and the global environment. The rise in oil and gas prices over the year had a positive impact on budget revenues.
Elena Anisimova, head of the ACRA regional ratings group, suggested that the dynamics of personal income tax is due to the holiday on December 31. Because of it, many companies transferring salaries on the last day of the month postponed the payment to the first working days of 2022. Levon Hayrapetyan, Head of Tax Policy at the Center for Strategic Research, agreed with this version, but added that the improvement of tax administration also contributed. The expert also pointed out that it would be a mistake to build forecasts for the entire 2022 based on the results of January.
Last week, Finance Minister Anton Siluanov confirmed that a new increase in personal income tax is not planned for at least the next year, because legislation is not ready for this and there are no corresponding discussions.
