The governor of São Paulo, Tarcísio de Freitas (Republicans), stated that the area of basic sanitation will be like “a new pre-salt”. The statements were made this Tuesday, 24, during the panel “Brazil 2025/26: opportunities in the States”, at a conference held by Banco Safra, in São Paulo.
“The Sabesp contract alone is now worth R$260 billion. So, we see the power of the sanitation framework in terms of transformation and investment generation. I would say that sanitation is our new pre-salt, due to its capacity to generate investment throughout Brazil,” declared the governor.
At the same event, he stated that São Paulo’s public-private partnership program has jumped from R$220 billion to R$500 billion since its launch. “Yesterday, I made a provocation to my team, and few people knew, I don’t think anyone knew how to respond. But I said the following: do you have any idea how big our investment partnership program is today? And people said: I don’t know. When we launched the program, it was R$220 billion. That’s right. Today it is more than R$500 billion. Sabesp alone is R$260 billion,” he declared.
It was ‘pro business’
The governor of São Paulo stated that 2016 was “a turning point,” with a migration from “an anti-business era” to “a pro-business era.” “Brazil has undergone a huge amount of reforms since 2016. I say that 2016 is a turning point: that we are migrating from an anti-business era to a pro-business era,” he declared.
At the time, he mentioned the creation of the investment partnership program that year. “This program contracted and auctioned 127 auctions in two and a half years,” he recalled.
Review of tax benefits
The governor of São Paulo also said that he will continue to review tax benefits that, according to him, are obsolete. “The state has many tax benefits, and many of these benefits are obsolete. So, we have a very high tax expenditure, in the region of R$70 billion per year,” he declared. “And we have the ability to reduce it significantly, because there are benefits that no longer make any sense.”
Tarcísio continued: “These are benefits that do not interfere with competitiveness. Therefore, it is putting money on the table. With this, we increase the capacity to make investments in the State many times over.”
