Eastern Uusimaa the police department has completed a preliminary investigation into suspected official crimes committed by the former leadership of the consortium of southern finnish municipalities.

Five misuses of official office, gross misuse of office and fraud are suspected in the leadership of the South Finnish Association of Municipalities. The suspected crimes took place in southern Finland in 2015–2020.

The official is suspected of having prepared a car dealership in which he has bought a company car for himself. The official has also notified the personnel administration of longer working hours than agreed with the employer for the payment of wages.

Same the official is suspected of aggravated abuse of office. He is suspected of having acted unlawfully in concluding or approving contracts with four officials terminating their employment with severance pay.

The official is also suspected of having decided, participated in decision-making or approved the payment of unpaid wages to officials or employees for 2 to 6 months.

“The criminal record also contains a suspicion that an official has approved or made procurements that have not been prepared or tendered for, or for which procurement decisions and contracts have not been made,” Director of Investigation, Criminal Commissioner Hans Pirttilä says.

In addition, in the fraud case, the official is suspected of having misled the consortium to pay for documents and information that the consortium has owned.

Association of Municipalities another official is suspected of abuse of office by exceeding his authority to sell a car owned by a consortium to an official.

“He is suspected of having made an actual decision to sell the car after he signed a contract for the sale of the vehicle,” says Pirttilä.

He is also suspected of abuse of office when he has exceeded his authority in the matter of service procurement. He is suspected of having entered into the procurement contract in violation of the Procurement Act and the procedure in accordance with the municipal association’s procurement instructions.

A criminal investigation has also revealed a criminal suspicion of abuse of office by a third official of the Association of Finnish Municipalities.

“An official is suspected of having exceeded his or her authority by making a decision or participating in a decision by which the municipal association employed a person for a fixed-term six-month employment relationship without any obligation to work,” says Pirttilä.
