Sumar and the PP have supported each other in two votes this Tuesday in the plenary session of the Congress of Deputiesso that Yolanda Díaz’s group has distanced itself from the PSOE and has abstained from a conservative proposal on the shipping weapons abroadwhile those from Feijóo have supported an initiative by Sumar on abusive clauses in mortgages.
Sumar sources have acknowledged that they were in talks about both initiatives with the PP to try to gather mutual support, but Sumar’s spokesperson in the Congress of Deputies, Íñigo Errejónhas rejected the idea that there has been an agreement with the PP.
“I want to say it very clearlyit is not one thing for the other. It is good to put an end to banking abuses in families mortgaged with clauses that could have been flawed, and it is good that governments have to be more accountable to Congress when they want to send troops abroad,” Errejón declared to the media at the exit from the plenary session.
For his part, the secretary general of the parliamentary group of VoxJosé María Figaredo, has said that his group finds it “surreal” that the PP has supported a Sumar initiative that, in his opinion, “could have devastating effects” because “it will have a terrible impact on access to financing for the housing of Spaniards”.
Sumar’s support for the popular initiative, distancing itself from its government partnerthe PSOE, has allowed the plenary session of Congress to take into consideration the PP proposal for Parliament to authorize the shipment of weapons to foreign countries, such as those that have been sent to Ukraine since the war with Russia.
Despite this support, which facilitates the processing of the popular initiative, Sumar’s spokesperson has indicated that he did not fully agree with the text, has announced the presentation of amendments during the process and has not spared criticism of the PP for being “the Iraq war party” and for his “hypocrisy.”
In any case, the initiative, as most groups have recalled, is a “copy” of another from the PP which is already being processed in the Congressional Defense Commission after it was taken into consideration in the Senate and it sent it to the Lower House.
It was the PP deputy Alberto Fabra who defended the proposal which, in short, aims to modify article 7 of the National Defense Law to “adapt it to new challenges” and ensure that Spain’s military participation abroad is “a matter of State” and, therefore, that the legislative power has “a much more active role.”
But above all, he wants that in order to send military material to a war zone, the Government, in advance, request authorization from the Plenary Session of the Congress of Deputies and that this authorization is on an annual basis.
It also provides for the modification of point 1 of that article so that the military missions abroad are authorized by Parliament with a validity of five years.
“In the request for authorization of a military mission abroad, the Government will determine the maximum number of troops necessary for it and the approximate material to carry it outin such a way that troop increases above that limit must be approved prior to their sending by the Congressional Defense Commission,” the initiative says.
From CanJavier Sánchez Serna has announced that they will present amendments, he has considered that the former president of the PP Government José María Aznar “should be judged as war criminal“and it has disgraced the popular people that they do not support an arms embargo on Israel. A country, he said, that commits genocide and, therefore, to which Spain cannot send weapons.
Agustín Santos, from Sumar, has also said that they will present amendments, especially for the five-year terms of the authorization, because it is “jumping from one legislature to another”, at the same time that he has attacked the PP for the Iraq war and for having agreed during his Government on missions with casualties without having been authorized by Parliament.
Meanwhile, Nestor Rego, of the BNGrecalled that a similar proposal is already being processed and has told the PP “there are plenty of demagogy, cynicism and hypocrisy.”
And just because there is already an initiative in process, the PNV has opposed the one debated this Tuesday, as stressed by its deputy Mikel Legarda.
“We could share the principles that animate this proposal, but today they have come absolutely discredited,” said Francesc-Marc Álvaro, of ERC, addressing the PP, a party that “led Spain into an illegal war.”
Alberto Asarta, from Voxhas supported the initiative, which he will also try to amend, and has taken the opportunity to point out that what happened with the Iraq war should not be repeated “due to lack of consensus.”
José Antonio Rodríguez Salas, of the PSOE, He has not understood why the PP repeated its proposal. “Maybe they don’t know it. They have already shown that they don’t read the amendments and maybe neither does this proposal.”
The PP supports the Sumar law to demand abusive mortgage clauses from the bank
Congress has accepted for processing, with the only vote against Vox, a bill from Sumar so that financial institutions offer their clients ways to claim abusive clauses linked to the amortization of mortgage payments and interest known as Redito ad Libitum (Redal).
The law contemplates that banks develop a specific claim system for these cases and that the bank cannot initiate, in any case, a civil procedure for non-compliance with the contract payment conditions when it includes abusive clauses, provided that the installments paid so far by the client are higher than the monthly interest.
The person in charge of defending the law from the podium has been the leader of En Comú integrated into Sumar, Felix Alonsowho explained that one of the main objectives of the rule is that no family that has signed a mortgage with Redal clauses is evicted for not being able to pay their loan with the bank.
Thus, if the family pays the interest and amortizes a minimum of one euro per month, they will be able to remain in their home until the last bill for their mortgage. At that moment the family will be able to sell the house, return it to the bank, with trial and error by the Administration to accumulate the public park, or pay the remaining loan in full. “It’s a win-wineveryone wins, the family does not lose their house and the bank earns more interest,” the deputy defended from the stand.
