The government’s main tool for including low-income families in social programs, the Federal Government’s Single Registry for Social Programs (CadÚnico) will also be used to guarantee access to Auxílio Brasil, a social program that pays the first installment on the 17th. months, the Ministry of Citizenship will select new beneficiaries for the program, as long as the data are up to date.
Despite being a pre-requisite for the new social program, enrollment in CadÚnico does not represent a guarantee that the family will start to receive the Auxílio Brasil. It just means that it is included in a reserve list of the program, which will be expanded as the government has resources in the Budget. Those chosen every month will be officially communicated by the Ministry of Citizenship.
The information must be updated every two years, even if there is no data change. If there are changes in the family, the update should be done as soon as possible. This applies in situations such as new address; increase or decrease in income; changing schools for children or teenagers; changes in the documents of the person responsible for the household; births, deaths, arrival and departure of people at home.
Every year, the federal government calls on families with outdated data to change their records. City halls, which have the autonomy to operate the registry, can also make the call. The call takes place through letters, phone calls or messages on bank statements. Through the Meu CadÚnico application, citizens can access their data, monitor the registration status and print vouchers.
The update must be done in person, at a Social Reference Service Center (Cras) or at CadÚnico service posts, but some municipalities offer electronic means for updating the data. The addresses of the Cras in each municipality are in the site of the Ministry of Citizenship. Families that do not update their information for more than four years will be excluded from registration.
Families who earn, per month, up to half the minimum wage per person (BRL 550), have a total monthly income of up to three minimum wages (BRL 3.3 thousand), people who live alone or who they live on the streets (alone or with their family). If the family earns more than three minimum wages, enrollment will only be allowed if the other conditions are met, but only if the registration is linked to inclusion in federal, state or municipal social programs.
How to apply
Enrollment in the CadÚnico is carried out only at Cras posts or at posts of the Cadastro Único and the former Bolsa Família Program in the city where the low-income person lives. These establishments are managed by city halls. Generally, the process is face-to-face, requiring the citizen to visit these places, but due to the covid-19 pandemic, some municipalities have opened up the possibility of registration by telephone or the internet.
Only people who are at least 16 years old can enroll in the CadÚnico. Citizens must have a Register of Individuals (CPF) or voter registration card in their name and preferably be a woman. The person responsible for the family must carry at least one of these documents for each family member: birth certificate, marriage certificate, CPF, identity card (RG), work card, voter registration card or administrative registration of indigenous birth (Rani) , if the person is indigenous.
Anyone who does not have documentation or civil registration can enroll in the Cadastro Único, but will only be able to access social programs after presenting the necessary documents. In the case of Quilombolas and Indigenous peoples, those responsible for their families are exempt from presenting their CPF or voter registration card, if they do not have one, but must carry at least one of the identification documents mentioned above.

After the presentation of the documents, a city official will interview the responsible family member, to check the data and draw the profile of the family. The conversation can be registered in paper form or by computer, in the Single Registry System. It will be up to the social interviewer to deliver the completed or printed form, ask for the signature of the responsible family member and provide proof of registration.
The Cadastro Único System will verify that the family members have a Social Registration Number (NIS). If not, the system will generate a number within 48 hours. NIS is required for participation in all social programs.
If Cras or other service outlets do not want to register, the citizen can file a complaint with the Ombudsman of the Ministry of Citizenship. Just call 121.
